Session 1828
December 17, 2001

25, 2002 a moratorium on sexually oriented businesses. This time will be necessary to
entertain suggestions from the Plan Commission and subsequent public consideration
for appropriate rules and regulations.

Mr. Wagner moved adoption of the consent calendar. Mr. Sharpe seconded the motion,
which carried unanimously.

AGENDA ITEM #2 - CONDITIONAL USE PERMIT - 6800 OLIVE:

Mr. Ollendorff concurs with the Plan Commission recommendation approving a vehicle
service facility subject to conditions designed to improve the appearance and operation
of the proposed business. Conditions include first and foremost submission of a
detailed landscaping and fencing plan meeting the specifications of the City's planning
and forestry staff; construction in accordance with all approved plans and conformity
with lighting regulation; cleanliness provided through regular policing and provision of
trash containers; resurfacing paved areas not required to be landscaped; no outdoor
parking of customer vehicles overnight; repair operations and business activity to be
conducted within the building and limited to 7:00 a.m. to 9:00 p.m. With these
conditions and full compliance with all City ordinance requirements, this business will be
a fine addition to the revitalized Olive Blvd. commercial area.

Mr. Schoomer moved approval. Ms. Colquitt seconded the motion.

Mr. Lieberman requested that the Mayor ask that the applicant and owner come up to
answer a few questions.

Mubeen Mahmood, 7490 Delmar, in response to Mr. Lieberman, stated that he all the
conditions were acceptable to him.

Mr. Ollendorff, responding to Mr. Lieberman, stated that the Plan Commission originally
recommended that the business be open from 7 a.m. to 8 p.m., but he felt more liberal
hours from 7 a.m. to 9 p.m. would be acceptable since the repair work is done entirely
inside the building.

Mr. Munkel stated that Mr. Mahmood was the owner of the quality station at Delmar and
Hanley. He is glad that he is wishes to continue investing in University City. Mr.
Lieberman agrees that the station at Delmar and Hanley is an excellent business.

The motion to approve carried unanimously.

#3 - CONDITIONAL USE PERMIT - 8300 DELMAR:

The owner of this partially completed multi-family building requests approval of an
alternate conditional use permit. The alternative plan is recommended for approval by

3
