Session 1829 <br />January 7, 2002 <br /> <br />area. Mr. Ollendorff had replied to him that we used to have but we no longer do. <br />Clayton has an architectural review board, but we do not. Mr. Ollendorff said that the <br />zoning ordinance many years ago had a provision that if someone wanted to enlarge <br />their home or build something much larger than anything in the neighborhood that they <br />had to submit their plans to the City Council for approval. The staff would diligently <br />bring those to the City Council, usually recommending approval, but occasionally one <br />would be considered totally out of place with the neighborhood and then denial would <br />be recommended. After a number of years, the consensus of City Council was that you <br />did not want to impose on residents wishing to add a story to their home or build <br />something not in keeping with the neighborhood, to come before the City Council for <br />review. Council suggested seven or eight years ago that this requirement be deleted <br />from the zoning code. Major building needed to still come before Council, just not single <br />family homes. The only exception is for renovations in historic districts. <br /> <br />Mr. Schoomer said that this next year is about time for review of the comprehensive city <br />plan again in order to insure its currency. If he should be re-elected, he would like to <br />see this added to the budget discussion for such a review. He would like the question <br />of the institution of a architectural board of review considered at that time. <br /> <br />Mr. Wagner said that times have changed since the Council made this decision. In this <br />time of so many tear downs and infills in our City, where we are seeing over sized <br />houses built on undersized lots, he believes it is time of having these looked at by either <br />an architectural review board or Council review back in for single family districts. He <br />agrees with Councilmember Schoomer and would like to see this seriously considered <br />by the next revision of the comprehensive plan. <br /> <br />2. A bill was introduced by Mr. Wagner, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.44 OF THE MUNICIPAL CODE, <br />RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS, BY <br />REPEALING SECTION 10.44.020 THEREOF, RELATING TO PARKING <br />PROHIBITED ON CERTAIN STREETS DURING DESIGNATED HOURS, AND <br />ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS <br />"SECTION 10.44.020 PARKING PROHIBITED ON CERTAIN STREETS <br />DURING DESIGNATED HOURS," THEREBY AMENDING SAID SECTION SO <br />AS TO PROHIBIT PARKING DURING DESIGNATED HOURS ON PARTS OF <br />WESTMORELAND DRIVE AND WILLIAMS AVENUE; CONTAINING A SAVING <br />CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its first reading and assigned bill number 8581. <br /> <br />3. A bill was introduced by Mr. Munkel, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.16 OF THE MUNICIPAL CODE <br /> <br /> <br />
