Session 1830 <br />January 28, 2002 <br /> <br />#1- Budget Transfers Through December21, 2001: Mr. Ollendorff recommends <br />approval of budget transfers outlined by the Director of Finance for the first half of the <br />fiscal year. We need to transfer amounts ranging from a few dollars to several <br />thousand dollars into accounts which have run into unanticipated costs to maintain <br />approved programs and activities. Expanded activities requiring transfers include <br />computer network improvements, senior citizen activities, special assessment collection <br />costs, bond issue election, and large increases for the cost of electricity and water. <br />These increases were offset by personnel costs below budget due to retirements. <br />Revenue increases and decreases were balanced between federal grant cuts and <br />insurance refund proceeds to the City. At the halfway mark we appear to be in balance <br />on revenue and expenditures. <br /> <br />(City Clerk's Note: Item #2 of the Consent Calendar - Loop South Sidewalk <br />Construction, was requested by Mr. Ollendorff to be pulled from the calendar for <br />discussion after the regularly scheduled Agenda.) <br /> <br />Mr. Schoomer moved adoption of the consent calendar. Ms. Colquitt seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA ITEM #1 - RESIDENTIAL PARKING PERMITS - 8025 - 8044 LAFON: <br /> <br />The Traffic Commission reports that a petition to establish residential parking permits on <br />Lafon Place between Old Bonhomme and Mapleview has been found to meet ordinance <br />requirements. They recommend granting the request to restrict parking in this block to <br />residents with permits between 11:00 a.m. and 7:00 p.m. seven days a week. <br /> <br />Mr. Wagner moved approval. Mr. Munkel seconded the motion. <br /> <br />Mr. Wagner stated that this issue was thoroughly discussed at the Traffic Commission. <br />The issue was that these blocks fall under the ordinance that states they may institute <br />permit parking if they are located within two blocks of another municipality's boundary. <br />These blocks are actually one block from the Clayton city limits. Over the border is Gay <br />Park, a Clayton park, which attracts huge numbers of visitors doing sports events. The <br />parking tends to overflow into these U. City blocks. The residents around Lafon are <br />seeking just deserved relief and this permission to establish parking permits is a <br />worthwhile effort to give them the relief they seek. <br /> <br />Nancy Sachar, 7044 Lafon, said that she really wants this permit plan enacted and Ms. <br />Stephanie Edwards, Traffic Commission staff liaison, suggested she be at this meeting. <br />Other than that, she had little to add. <br /> <br />The motion to approve carried unanimously. <br /> <br /> <br />
