Session 1830 January 28, 2002 #1- Budget Transfers Through December21, 2001: Mr. Ollendorff recommends approval of budget transfers outlined by the Director of Finance for the first half of the fiscal year. We need to transfer amounts ranging from a few dollars to several thousand dollars into accounts which have run into unanticipated costs to maintain approved programs and activities. Expanded activities requiring transfers include computer network improvements, senior citizen activities, special assessment collection costs, bond issue election, and large increases for the cost of electricity and water. These increases were offset by personnel costs below budget due to retirements. Revenue increases and decreases were balanced between federal grant cuts and insurance refund proceeds to the City. At the halfway mark we appear to be in balance on revenue and expenditures. (City Clerk's Note: Item #2 of the Consent Calendar - Loop South Sidewalk Construction, was requested by Mr. Ollendorff to be pulled from the calendar for discussion after the regularly scheduled Agenda.) Mr. Schoomer moved adoption of the consent calendar. Ms. Colquitt seconded the motion, which carried unanimously. AGENDA ITEM #1 - RESIDENTIAL PARKING PERMITS - 8025 - 8044 LAFON: The Traffic Commission reports that a petition to establish residential parking permits on Lafon Place between Old Bonhomme and Mapleview has been found to meet ordinance requirements. They recommend granting the request to restrict parking in this block to residents with permits between 11:00 a.m. and 7:00 p.m. seven days a week. Mr. Wagner moved approval. Mr. Munkel seconded the motion. Mr. Wagner stated that this issue was thoroughly discussed at the Traffic Commission. The issue was that these blocks fall under the ordinance that states they may institute permit parking if they are located within two blocks of another municipality's boundary. These blocks are actually one block from the Clayton city limits. Over the border is Gay Park, a Clayton park, which attracts huge numbers of visitors doing sports events. The parking tends to overflow into these U. City blocks. The residents around Lafon are seeking just deserved relief and this permission to establish parking permits is a worthwhile effort to give them the relief they seek. Nancy Sachar, 7044 Lafon, said that she really wants this permit plan enacted and Ms. Stephanie Edwards, Traffic Commission staff liaison, suggested she be at this meeting. Other than that, she had little to add. The motion to approve carried unanimously.
