Session 1835
March 18, 2002

repair work would not impede any future long range plans. Fiberglass deteriorates over
time and the bad areas are cut out and replaced. These funds are in the budget.

The motion to approve carried unanimously.

ADDED: AGENDA ITEM #4 - PICNIC LICENSE FOR TIVOLI THEATER:

Mr. Schoomer moved to add the item to the agenda. Mr. Sharpe seconded the motion,
which carried unanimously.

Mr. Ollendorff recommends approval of a picnic license to sell all types of alcoholic
beverages by the drink on March 24, 2002, in connection with the St. Louis Film Festival
at the Tivoli Theater, 6350 Delmar in the University City Loop. Events in this
neighborhood have been held in the past without any negative consequences.

Mr. Wagner moved approval. Mr. Munkel seconded the motion, which carried
unanimously.

RESOLUTION: LOOP FIXED TRACK TROLLEY:

Mayor Adams presented a resolution supporting a vintage fixed-track trolley line -
running from University City Hall east on Delmar Boulevard to DeBaliviere Avenue and
then south on DeBaliviere Avenue to the Missouri History Museum, and returning as
proposed by The Loop Trolley Company.

Eleanor Ruder, 6311 Westminster Place, said that she has been a business owner in
the Loop for sixteen years. She owns the Componere Art Gallery and has been a
resident of Parkview since 1949. She used to ride the streetcar when she went to high
school and would like to see the fixed rail streetcar re-established as a tourist attraction.

Carol Crudden, 7425 Shaftesbury, said that she owns a business in the Loop called
Ziezo and said that she has been there for twenty years. She is in the process of
opening a shoe store at the corner of Westgate and Delmar. She is here to voice her
support for the fixed track trolley rail.

Joe Edwards, 6309 McPherson, urged the Council to vote for this resolution that would
get a vintage fixed track trolley system back in the area hopefully, because there is a lot
of competition in other cities and states for similar systems. This line would connect us
to the 12 million visitors in Forest Park. He believes this would be a grand addition to
the area.

Mr. Sharpe moved approval of the resolution. Ms. Colquitt seconded the motion.

Mr. Lieberman wonders if this resolution is implying that we are seeking federal grant
