Session 1835 <br />March 18, 2002 <br /> <br />was to authorize him to negotiate for specific terms for the contract. <br /> <br />Mr. Munkel stated that former Deputy City Manager, Gregory Rose, had provided the <br />Council with factual data and insurance costs tied to this type of organization last year <br />before he left the City. <br /> <br />Replying to Mr. Sharpe, Mr. Ollendorff said that MSD had agreed to give us adequate <br />funding for the City, or the Dog owner's association, to build a fence in return for the <br />City allowing them to use that property. <br /> <br />Mr. Schoomer said that this land is scrap and unbuildable, because it is in a floodplain <br />and can't be used for anything else. Secondly, the $5,000 that MSD has provided to <br />fence this area is insufficient and the two organizations that will use this lot have <br />decided to fund raise independently to get the money needed to properly fence this <br />area. They will not ask for a~ny funds from the City. <br /> <br />Mr. Munkel said that this area is a very unattractive rock and dirt pile at the present and <br />feels this proposal would be a definite improvement. <br /> <br />The motion to approve carried unanimously. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILLS FOR SECOND AND 'I'HIRD READING: <br /> <br />NONE. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />NONE. <br /> <br />CITIZEN COMMENTS: <br /> <br />Elsie Giickert, 6712 Etzel, said that she was here to discuss the single door entry issue <br />which was an item at the last City Council meeting and she sees that the Council <br />declared a moratorium on any future building. She is happy to hear this. She asked <br />when and where this would be studied further. Mayor Adams replied that they have not <br />scheduled a meeting as of yet and that there were no decision to refer this matter to the <br />Plan Commission. Back in August, when she brought this issue up, Mr. Schoomer told <br />her that this matter would need to be referred to the Plan Commission. Mayor Adams <br />replied that it would make sense to him to refer this matter to the Plan Commission, yet <br />there has been no determination to do so. Responding further to Ms. Glickert, Mayor <br />Adams said that soon a meeting will be set up to discuss this further on the Council floor <br />prior to the ninety day moratorium expiration. <br /> <br /> <br />
