Session 1835
March 18, 2002

Ms. Glickert said that the issue of the dog park has not had an opportunity to be
discussed by the public as of yet. Mayor Adams said that the issue of a dog park has
been discussed and studied for well over a year. There was a public forum at the
Community Center on this issue, as well as discussed at several places. Mayor Adams
suggested that she talk to Bert Sterbenz and that he would keep her very informed
regarding anything to do with the dog park. Ms. Glickert wants to know what would
happen when dogs would fight. Mayor Adams replied that the owners must be with
their animals at all times and that the dog park has rules that must be abided by or they
can never come back.

Grant Shostak, 1060 Wilson, said that recently he has heard much discussion about
Chinatown Business District on Olive Street. He is concerned that those wanting to
form a Chinatown Business District may not be met with an open mind. It has been said
that a Chinatown Business District would exclude businesses from opening on Olive
Street Road and he suggests that this would not be a problem. For example, our Loop
businesses offer an eclectic :shopping and dining experience that can't be matched in
St. Louis simply by the Loop's own atmosphere - certain businesses and restaurants
are excluded from operating there. The Chinatown Business District on Olive Street
Road wouldn't be any more excluded than what we already have in the Loop area. We
want to bring more businesses to Olive Street Road. The Chinatown option is a solid
plan, where there are no others that he is aware of. This is a way for people to come in
and invest in University City and we should be excited about it, as well as being able to
keep an open mind about it.

Versia Cross, 6847 Raymond, is President of the MR JR Neighborhood Association and
she has come forward tonight with some concerns in hope that the Council can suggest
some solutions. They are having lots of problems with teenagers hanging out on the
street on Julian Avenue and if there was an active curfew in effect in U. City. The
second concern is about occupancy permits. There are some houses with as many as
ten people living in the house and the trash cans are overflowing and being knocked
over. They want the police to patrol Julian as much as possible, especially because
they feel that there is drug use in this area. Lastly, a lady on the 6800 block of Melrose
is being troubled by dogs running loose. She can't go outside to wash her car or
anything. The police had been out to try to resolve this situation, and this week, it
doesn't seem though there are as many dogs lurking around.

Mayor said that bringing these issues before Council is always good. She can also call
the City Manager about the items, as well. Your Councilmembers should also be
informed of these concerns, as well. Ms. Colquitt responded that she had already
reported the issue on Julian, as well as the overcrowding issue. She said that these
should be taken care of now.. Ms. Colquitt said that the dog problem on Melrose will be
looked into. Mr. Sharpe stated that he had asked Ms. Cross that whenever she has
problems to please contact him - he has not heard from him.

7
