Session 1837 <br />April 22, 2002 <br /> <br />MMECO Mobark MOdel 100 $235,775 $39,301 $196,474 <br /> <br />The grant funds from St. Louis Jefferson to use toward this purchase total $110,000. I <br />recommend purchasing the Mobark Super 1000 model from MMECO for a final cost of <br />$127,645. The lowest bid was not responsive to the specifications. <br /> <br />Mr. Wagner moved approval of the consent calendar. Mr. Munkel seconded the motion, <br />which carried unanimously. <br /> <br />AGENDA #2 - LIQUOR LICENSE - 7434 OLIVE: <br /> <br />Pete's Shur Sav Market requests a license to sell alcoholic beverages by the package <br />at their location on Olive at Hanley. This application was set aside a year ago pending <br />additional information and action from the applicant. In the intervening period, the City <br />staff has monitored several items. First, a site plan was submitted and approved by the <br />City Council earlier this month that, if implemented, would result in a much-improved <br />exterior appearance for the premises. Second, that same site plan voluntarily <br />established a legal limit enforceable through the Zoning ordinance for the areas inside <br />the store where alcoholic beverages could be placed, displayed and sold. Third, the <br />Police Dept. reports that there have been no adverse incidents over the past year which <br />would result in a negative recommendation. Fourth, the applicant indicates that they <br />have changed the ownership and the name of two other locations where conditions <br />downgrade the reputation of this business. Fifth, the Shur Say Vernon site has not <br />been improved at all since the City approved the plans three years ago. The City <br />Council may approve this license at such time as you determine that it is in the best <br />interest of the City and the neighborhood to do so. At this time, the applicant has <br />complied with all of the suggestions by the City Council except for carrying out the <br />much-needed exterior improvements at the Vernon site. <br /> <br />Stanley Goldstein, 2305 Bemiston, stated that he was the attorney for the applicants. <br />He explained the history of the issue with the Olive and Vernon Pete's Shur Save stores <br />and their denial of a liquor license some months back. He wanted to make sure that it <br />was understood that the applicants did not own the Vernon store <br /> <br />Ms. Welsch stated that she was in favor of the liquor license, however; many <br />constituents have expressed their concerns to her that she would like Mr. Goldstein to <br />address this evening. She continued that they were concerned with the possibility of <br />persons loitering outside of the store waiting to get beer or get enough money together <br />to buy beer and the citizens sense of safety related to this problem. Her constituents <br />are also concerned with litter and how their neighborhood might be impacted by the sale <br />of liquor in the neighborhood. Mr. Goldstein responded that they do not have any <br />experience with loitering outside of the Olive store. The other Pete's Shur Say on <br /> <br /> <br />
