Session 1837
April 22, 2002

Vernon has dealt with this issue and does not have this problem occurring any longer.
There used to be a litter problem at the Vernon store before it became Pete's Shur
Save. Now, the litter problem has been resolved. The Olive owners pledge to have a
private company clean up the litter in the parking lot three times a week. The owners
will clean up the lot every night themselves. Mr. Goldstein also stated that there would
be security at the store. Additionally, they do not plan to sell 40 oz bottles of beer or
half pints at all and the 24 oz cans will only be sold in multiples of three or four only.
They will not sell individual bottles or cans of beer - these will only be sold by the six
pack.

Ms. Welsch asked if there would be someone in the store, if citizens had concerns,
whom they could go to for resolution of their concerns. Mr. Goldstein responded that
Chris Sarandos, the owner, would be there everyday.

Mr. Lieberman said that the City had put much credence in the fact that this site was to
be improved. The City Manager was telling him how pleased he was that the site was
planning to be improved. This isn't going to be done right away however, and he
wondered exactly what the timeline looked like. Mr. Goldstein would like to have at
least a year to finish the job, but any reasonable time will be satisfactory. The owners
will start on the job right away.

Mr. Sharpe moved approval of the liquor license. Ms. Colquitt seconded the motion.

Elsie Glickert, 6712 Etzel, congratulated the newly elected Councilmembers. Ms.
Glickert did not recall ever putting an applicant through the site plan process to approve
a liquor license. Mayor Adams responded that it isn't done often, but the Council has
done it a few times. This process was used with the Schnucks store. Ms. Glickert
continued saying that grocery stores are a part of our lives and these two men should
be commended for opening this store. It is unfair to oppose this process on the grocery
stores and not on all the little Asian shops along Olive that have liquor licenses. It is
also unfair to allude to the grocery store on Vernon and perceive problems with that
store and then penalize the owners of the Olive store where there is not a connection.
The store on Olive will be run by the sons and the store on Vernon is run by the father.
The sons should not be responsible for the father's actions. The Pete's Shur Say on the
east of the City has been very important in supporting the charity set up by All Saints
Church to help unfortunate individuals in need of food or other care. These people are
given vouchers for free meat:, vegetables and milk from Pete's Shur Say. Frequently,
the parish doesn't have the cash to pay the bills and Pete's has extended credit for
many months to the parish until this bill could be paid. This is important to know. Again,
she doesn't feel like it is fair to penalize the owners of the new Olive store because the
City does not like what is going on at the Vernon store. They should be entitled to a
liquor license.

Ted Slegesky, 7430 Melrose, said that he lives in Musick neighborhood and can see
