Session 1839
May 6, 2002

assessing them for any added benefit.

William Offer, 7335 Wellington, is a fifty year resident that wishes to support the Police
Department's request for a pay increase and better benefit package. He also believes it
is imperative to have specialized units such as canine and bike patrols.

The Mayor closed the public hearing at 7:42 p.m.

AGENDA #3 - PUBLIC HEARING - STREET VACATION:

A public hearing has been scheduled for this time and place to hear comments on the
proposed vacating of street right-of-way going south from Northmoor Drive between
7340 and 7344 Northmoor dead-ending at our city limits. There is no apparent public
need for this right-of way, which currently serves as a shared driveway for the two
adjacent residences.

There were no requests to speak.

Responding to Mr. Lieberman, Mr. Ollendorff said that the property owners were willing
to accept the property as well as maintain it.

Mr. Wagner stated that he supports this vacation. What used to be a street that used to
go through there is now a driveway. Further in the backyard you can see where it used
to be a thoroughfare into Clayton. It is all overgrown with big trees now. This is a good
vacation to approve.

Mr. Wagner directed the City' Manager to prepare the appropriate legislation.

AGENDA # 4 - SITE PLAN AMENDMENT - 6662 DELMAR FRONT FA(j:;ADE:

The developer of the former Smith Hardware site requests amendment of their site plan
to provide a new and improved front facade. The proposal is excellent and is
recommended for approval. All other conditions remain in place except for two, which
have been met and, therefore can be deleted. The first condition of the plan is that any
change must come before the City Council, thus the new facade requires your approval.

Mr. Wagner moved approval. Mr. Munkel seconded the motion.

Ms. Welsch stated for the record that she preferred the first facade over this new one.
The new faCade makes no attempt to fit into the architectural style of the Loop. She
doesn't feel that it is necessary to mimic the buildings that are there, but this faCade, as
drawn, makes no effort to become a part of this neighborhood. The reflective glass
causes the building to lose any interaction from the street to the store. She would prefer
not to see this go up in the Loop. It is not a great addition to the Loop's architectural
