Session 1839 <br />May 6, 2002 <br /> <br />design. <br /> <br />The motion to approve passed 6 to 1, with Ms. Welsch voting Nay. <br /> <br />AGENDA #5 - 1255-1257 FERGUSON - SITE PLAN REVIEW: <br /> <br />Mr. Ollendorff recommends approval of a site plan calling for the transformation of the <br />vacated bar and restaurant on Ferguson at Roberts to a Christian Fellowship Baptist <br />Church. The use is much more compatible with the surrounding residential <br />neighborhood than were past proposals. As the church intends to purchase the <br />property, it will eventually become tax-exempt. The site plan must be modified to <br />include a number of items before it is recommend for approval by the Council; <br />occupancy limit of 115 people, installation of improved landscaping, signs conforming to <br />zoning code, regular litter patrol on the site and adjacent properties and subject to use <br />of the premises only by the current applicant. Approval is recommended if the applicant <br />agrees to add the above provisions. <br /> <br />Harry Walls, 1408 Sheridan, is the applicant. Mr. Walls said that this was the first time <br />that he had heard of the conditions, so he asked for Mr. Ollendorff to recap them. Mr. <br />Ollendorff did so. Mr. Walls agreed to all of the conditions. <br /> <br />Mr. Wagner asked if they had enough parking for the number of people recommended. <br />Mr. Ollendorff replied that the number of 115 was placed as a condition because that is <br />all the parking that this property can handle. More people would require more parking <br />to be found. <br /> <br />Responding further to Mr. Wagner, Mr. Ollendorff reported that they have had an <br />inspection and have a list of improvements that they have to make as any occupant <br />would. He has not seen the list, but he believes that there may a couple of dozen items. <br />Mr. Walls explained that the building was inspected as four separate units. All these <br />items are to be completed and then a reinspection must be scheduled. Mr. Wagner <br />asked if these items must be all completed before the occupancy permit is granted. Mr. <br />Ollendorff said that all substantial items must be completed prior to occupancy. Within <br />reason, minor cosmetic items would not prevent them from moving in. <br /> <br />Mr. Wagner welcomed Mr. Walls and his congregation to University City. <br /> <br />Ms. Colquitt moved approval.
