Session 1839 <br />May 6, 2002 <br /> <br />of writing in some authority for the Council to make exceptions. He really doesn't have <br />any problem with them being open twenty four hours because, as far as he knows, it <br />does not impact any residential neighborhood. He believes that this might have been <br />the same argument that was used in 1992. <br /> <br />Ms. Welsch believes that if the noise generated by the equipment is not heard then it <br />would probably not impact the neighborhood negatively. She would like to be assured <br />that the new machinery that is being discussed will be quiet enough not to be heard in <br />the University Heights neighborhood. Mr. Williams said that air conditioning <br />compressors on the outside of the building are a very top quality and are exceedingly <br />quiet. Mr. Williams said that the building will be insulated and the internal machines will <br />not be heard to the extent as the current machines are in the old building. You will not <br />be able to hear the machines running from the outside. <br /> <br />Responding to Mr. Wagner, Mr. Williams stated that they have five video games limited <br />to that number by St. Louis County ordinance. Mr. Ollendorff believes that the City has <br />an even more restrictive ordinance requiring three or less, but he is not sure and will <br />check the exact number out. Mr. Ollendorff said that It would be very helpful for <br />enforcement purposes, if it would remain at the number that the City requires. It was <br />Mr. Williams belief that the City's requirement is five. <br /> <br />Mr. Sharpe asked if the video games were allowed to be used by any individuals <br />coming into the Laundromat, whom are not necessarily doing laundry. Mr. Williams said <br />that they will only permit their patrons to use them. These will only be family oriented <br />games. <br /> <br />Mr. Munkel said that we transfer liquor licenses regularly, and wondered if the 1992 <br />conditional use permit could actually be transferred to another area legally. Mr. <br />Ollendorff said that this is not a liquor license and could not be transferred. It has to be <br />revisited as a separate issue because it must be tied to a specific location. <br /> <br />Ms. Welsch understands that the Council does not want these types of premises to <br />become an entertainment center. She asked for assurance from the applicant. Mr. <br />Williams said that they have absolutely no intent to use the facilities as an entertainment <br />center. The zoning also prohibits this type of use. This is purely a laundry. <br /> <br />Elsie Glickert, 6712 Etzel, says that she doesn't understand the logic of benches <br />outside of a Laundromat. She believes that this would become a public nuisance. She <br />certainly would not want a Laundromat at that location operating twenty four hours a <br />day. She doesn't see the necessity at all. University Heights neighborhood is involved <br />and she believes that having a twenty four hour Laundromat would negatively affect <br />them. <br /> <br />Mayor Adams clarified the issues that Council needs to decide upon to move forward <br /> <br /> <br />
