Mr. Ollendorff replied that nothing would be <br />purchased that does not prove to be compatible, and ideally items should not even be <br />budgeted unless they are compatible. Mr. Wagner thought that this was a great point <br />and pressed the City Manager and Assistant City Manager to make sure that any new <br />technology would be monitored for compatibility and need prior to purchase. Mr. <br />Ollendorff assured him that this is how it is done currently. <br /> <br />Mayor Adams would really like to set up a study meeting on this issue. Mr. Sharpe <br />stated that the biggest issue for him is how you go about making departments <br />interactive. Mr. Ollendorff recommends that each of the Council read the IT Strategic <br />Plan material they received and get back to him with any questions. Mr. Wagner needs <br />further explanation of the integrated plan. Ms. Szymula said that she and Ms. Forsythe <br />are working on a plan towards these goals. We are working on network component <br />bids, software bids and cabling bids as we speak. For what Arthur is talking about, <br />Charter's fiber pipeline will help us share email and internet connectivity. We will have <br />security in place as far as firewalls are concerned, as well. As far as software, each <br />department still has their own individualized software programs. Mayor has problems <br />with this. Mr. Wagner would still like to see a briefing and then be able to ask questions. <br />Ms. Welsch's concerned that all of the technology money is going towards the same <br />goal per the plan. Mayor has concerns about software compatibility issues. <br /> <br />STREET MAINTENANCE - 26.20: <br /> <br />Mr. Ollendorff reported that MSD would pay half of the cost of the project to make <br />improvements to the Mendell - River Des Peres project. The City will be responsible for <br />the other half. Mr. Ollendorff said that we would need to budget $60,000 toward the <br />local share. The residents do not want to be assessed any fees. Whether or not <br />assessments will be charged will be up to the Council in a few months. Mr. Sharpe <br />asked if we had assessed other citizens in a similar fashion. Mr. Ollendorff said that we <br />have charged assessments like this once or twice before. Responding to Ms. Welsch, <br />Mr. Ollendorff stated that special assessments are generally payable over a 10 year <br />period at 8% interest. The owner is given 60 days to pay in full with no interest or <br />penalty. The improvements made to the other side of Mendell were not charged to the <br />residents - MSD paid all of it. The people just want their back yards back, but with the <br />type of improvements that MSD will be doing, there will be more back yard, which <br />means they receive more benefit. This extra benefit should be considered when <br />determining whether or not the citizens should be assessed or not. <br /> <br />Responding to Ms. Welsch, Mr. Ollendorff said that all bridges in the City are all tested <br />regularly. Besides this, federal agencies also come in and test them, which is important <br />because we would not be eligible to receive federal funding. <br /> <br />Two leaf sweepers are broken down and need to be replaced.
