Session 1841
May 15, 2002

need to get four sweepers.

Mr. Ollendorff said a pretty good increase under 726.02 Street and Sidewalk Repairs
has been budgeted, which are improvements to existing infrastructure. This budget
includes twice as much sidewalk and curb repairs.

26.40 - PLANNING DEPARTMENT:

A vacant building registration program will be implemented that will require property
owners to register with the city if their property is to be vacant six months or more.
There are approximately 50 to 100 vacant dwellings in the City currently. A fee still
needs to be set.

So far, annual inspections are being handled fine with the current staff load.

Mr. Ollendorff directed Council to 721.02, which includes money for interns, $17,500 for
the Laserfiche expansion, $10,000 in GIS training and $20,000 to finish the City Hall
Renovation study. Mr. Ollendorff stated that the completed study would be given to the
Historic Preservation for them to review, prior to any final wishes. Mr. Wagner is glad to
hear this.

Mr. Lieberman inquired into the fairly large travel increase. Mr. Ollendorff wasn't sure,
but he will get a detail to him. Mr. Munkel inquired about 726.06 and the doubling of
that figure. Again, Mr. Ollendorff wasn't quite sure, but he will get him a detail.

26.60 - SANITATION:

Mr. Ollendorff said that costs continue to escalate. He noted, on page C-51, the
increases to dumping fees in excess of $535,000 that are being forecasted. Mr.
Lieberman noted that the tons of refuse are the same. Mr. Ollendorff agreed, but fees
are still increasing. Mayor Adams requested Mr. Ollendorff to look at the landfills we are
using and what the expected life expectancy was for each one. He also wants to know
where the next closest dumping site will be and what its life expectancy will be.

The costs Under 732.04, are for the trash containers which have to be replaced on a
cyclical basis. This includes roll out carts, alley dumpsters, recycling containers and
parts.

Ms. Welsch asked if the Council looked at programs to help cut down on the waste
produced in the City. The Mayor said that was the whole idea with our recycling
programs. Ms. Welsch wondered if there were other municipalities in the nation that do
even more than we do. Mayor Adams said that there were certainly cities that do more.
He continued saying that our state legislators need to do more like mandating recycling,
recycling fee on bottles and containers, etc. There is only so much we can do without

3
