Session 1845 <br />July 1,2002 <br /> <br />Mr. Munkel moved adoption of the consent calendar. Mr. Sharpe seconded the motion, <br />which carried unanimously. <br /> <br />AGENDA #3- REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC <br />INTEREST RESEARCH (MoPIRG): <br /> <br />The Fund for Public Interest Research is planning to conduct a door-to-door campaign <br />on behalf of MoPIRG (Missouri Public Interest Research Group) for the period July 8, <br />2002 through July 31,2002. They will collect financial contributions and petition <br />signatures. The organization works on environmental and public health issues. The <br />organization will certify that the cost of raising the funds in the solicitation will not <br />exceed 25% of the total amount raised. A representative of the organization has been <br />invited to be in attendance at this meeting should the Council have any questions. <br /> <br />Mr. Munkel moved adoption. Ms. Welsch seconded the motion. <br /> <br />Mr. Lieberman said that considering the recent Supreme Court decisions, it is obvious <br />we can not be concerned with the content of the speeches that are being promoted <br />here. In fact, he supports MoPIRG in many ways. He does wish to express his concern <br />from these folks going door to door in our community requesting money, as well as <br />describing the issues. In his opinion, this invites many problems. <br /> <br />Ms. Colquitt asked if, in light of the recent Supreme Court findings, if these <br />organizations have to come before us and ask for permission any more. Mr. Ollendorff <br />said that are ordinance only covers instances where individuals or groups are collecting <br />money. If it was strictly a matter of door to door speech, we could not require a permit. <br />A permit only covers the fact that they are asking for money, so we ask them to meet <br />certain rules, like giving us names and background information. <br /> <br />Ms. Welsch asked if there have been any problems, in reference to what Mr. Lieberman <br />is concerned with, in the past. Mayor Adams said no, but Mr. Lieberman is <br />philosophically opposed to people going door to door in University City on any subject. <br />In the past, there are some residents that become quite upset with people knocking on <br />their doors. Mr. Lieberman said that it was an invasion of privacy. Mr. Ollendorff has <br />heard of no complaints regarding the MoPIRG group. <br /> <br />The motion to approve carried 6 to 1, with Mr. Lieberman Voting NAY. <br /> <br />AGENDA #4- 405 JACKSON CONDITIONAL USE PERMIT AMENDMENT: <br /> <br />Mr. Ollendorff concurs with the Plan Commission recommendation to amend the <br />conditional use permit for a carry-out restaurant to allow interior seating for twelve and <br />exterior for eighteen on a temporary basis through October 31 to allow adequate time <br /> <br />2 <br /> <br /> <br />
