Session 1845
July 1,2002

for determining whether this added usage negatively imPacts the neighborhood in terms
of parking. Approval should also be conditioned on submission of an appropriate floor
plan demonstrating adequate pedestrian traffic access.

Mr. Sharpe moved approval. Ms. Colquitt seconded the motion, which carried
unanimously.

Ms. Welsch said that she was pleased that this was a temporary condition, because she
also would be concerned with the parking. She does visit the other restaurant at the
corner and she seems to have difficulty parking. She thinks that the outdoor tables will
add to the ambience of the area, but she is glad that it is temporary so that this can be
revisited in November.

Mr. Lieberman stated that he was concerned with the parking, as well. There is a lot of
ovedlow parking in the neighborhood. He has heard from constituents in the area about
the parking. He doesn't believe it is severe, but it is definitely there. He also agrees
with the trial basis, which is important.

Mr. Sharpe said that the people next door down the street mentioned that they were
going to let Truffe's use any additional parking that they had after their business hours.
Although, it appears that there may be parking problems, Truffe's does not believe there
will be. The October 31 date should give us ample opportunity to test this theory out.

Mayor Adams said that this operation usually shuts down in the evening and the
restaurant is not open at lunchtime. There shouldn't be much conflict between the two.

The motion to approve carried unanimously.

AGENDA #5 - SITE PLAN REVIEW - 6310 BARTMER:

Mr. Ollendorff recommends approVal of a site plan to construct and operate a recording
studio in a new commercial building meeting all city ordinance requirements. This
appears to be an excellent use of the property with a well thought out site plan. The
proposal promises to be a fine addition to the University City community. We welcome
this new business to our city.

Ms. Welsch moved approval. Mr. Munkel seconded the motion, which carried
unanimously.

CITIZEN COMMENTS:

Cathey Allen, 14979 Green Circle Dr., Chesterfield, stated that she was here tonight to
speak for the University City Police Officer's Association. The officers wished to thank
the Council for their 6% pay increase this year. The officers feel that this is a good
