Session 1856 <br />October 21,2002 <br /> <br />8622 passed and became Ordinance 6397. <br /> <br />Mr. Bert Sterbenz of 7000 Cornell invited the Mayor and the Council to the November <br />16, 2002 at 11:00 to celebrate the opening. The City Manager asked Mr. Sterbenz what <br />the celebration would be called.; Mr. Sterbenz answered that they were calling it a <br />"Corner Bone Laying." <br /> <br />Mr. Ollendorff stated that the ordinance that was just passed authorized him to enter <br />into an agreement which he anticipated would be signed in a few days so that the <br />"Corner Bone Laying" could take place. Mr. Sterbenz stated that the agreement had <br />been read during a board meeting earlier and, with a few minor changes, was agreed <br />upon. <br /> <br />Councilmember Welsch asked the City Manager who would monitor compliance with <br />the agreement for dogs brought into the area. Mr. Ollendorff asked the Council to read <br />the draft agreement and inform him of any concerns. He said that a copy of the <br />attached rules this organization was adopting for the city's Dog Recreation Area would <br />address her concerns but he also welcomed other comments from the Council. <br /> <br />Councilmember Welsch expressed her concern about the existence of procedures for <br />complaints against dog owners since that the area would be self-policing. The City <br />Manager responded that the issue was being worked on. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />1. A bill was introduced by Ms. Colquitt, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 8.28 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO THE PROPERTY MAINTENANCE CODE, <br />BY ENACTING THEREIN A NEW SUBSECTION TO BE KNOWN AS "SECTION <br />8.28.020 PM-11301 VACANT BUILDING REGISTRATION AND <br />MAINTENANCE;" CONTAINING A SAVING CLAUSE AND PROVIDING A <br />PENALTY. <br /> <br />Councilmember Colquitt asked if an emergency clause that would cover currently <br />vacant properties could be added. The City Manager answered that such a clause <br />could have been included in the original draft of the bill but that he did not anticipate <br />problems between then and the next Council meeting. He also pointed out that the <br />Ordinance's provisions were retroactive. Ms. Colquitt clarified that currently vacant <br />properties would be covered and was told that they would be affected immediately. <br /> <br />The bill was given its first reading and assigned number 8626. <br /> <br /> <br />
