Session 1865 <br />January 13, 2003 <br /> <br />The Mayor called for the vote and the motion was carried. <br /> <br />AGENDA #2 CONDITIONAL USE-UNIVERSITY CITY CHILDREN'S CENTER AT <br /> <br />6646 VERNON: <br /> <br />Concurring with the Plan Commission's recommendation, the City Manager asked the <br />Council to approve the site plan for the new facility subject to conditions requiring a <br />detailed landscape plan, regular litter policing, screening of utility connections, <br />screening of trash collection facilities, Missouri day care licensing requirements and <br />adult guidance taking the children to and from the building. <br /> <br />The motion to approve was made by Ms. Welsch and seconded by Ms. Colquitt. <br /> <br />Mayor Adams disclosed that he has made donations to the Children's Center and then <br />called upon those who had requested to speak before the Council. <br /> <br />Mr. Kamau Whitfield, 166 Forest Brook Lane, said that he came to express his support <br />for the project. <br /> <br />Mr. Bill Albinson, 7033 Washington Avenue and with Team Four Architects, offered to <br />answer Council's questions. <br /> <br />Ms. Welsch inquired about the time frame for renovation and construction of the facility <br />and if it was fully funded. Mr. Albinson said that they planned to start around the end of <br />February and that the center will open in September. <br /> <br />Mr. Carl Tarro, stated that he has resided in University City since 1973 and has served <br />on the Center's Board for two terms. He has been contracted as the construction <br />manager for the project and also asked for Council's support throughout the project. <br /> <br />Mayor Adams made a special note of commending those who worked to make the <br />project possible, including Washington University. He also highlighted the role of Steve <br />Zwollack and his staff for their hard work and diligence. <br /> <br />Mr. Zwollack came forward to speak. He informed the Council that, upon completion, <br />the Children's Center capacity will be increased from 64 to 216 students. It will house a <br />variety of support services that will enhance the educational experience for all children <br />in University City and beyond. Their partnerships include the School District, the <br />Brentwood retirement community, Washington University and other local organizations. <br />Mr. Lieberman asked Mr. Zwollack about the extent of the changes they planned to <br />make. He was told that they plan to gut the interior to make it a showplace for early <br />childhood development. The first phase will accommodate 112 students and will include <br />infants and toddlers.
