Session 1865
January 13, 2003

state-of-the-art playground.

Mayor Adams then called for the vote and the motion was carried.

Resolution For Mendell Sewer Enclosure Project:

The Mayor asked Council to consider a resolution offered by Councilmember Colquitt
that a Public Hearing be held at the City Hall on January 27, 2003 at 7:30 PM to
consider the improvement of the MendelI-Seventy-Ninth storm channel. The cost is
$475,000.00. Mr. Sharpe seconded the motion, which carried unanimously.

CITY CLERKS DOCKET:

BILLS FOR SECOND AND THIRD READINGS:

Mayor Adams noted several residents wished to speak on the next two bills, so he
asked them to speak before moving on with the docket.

Gary Follman, 7393-A Pershing, came to request that Council not approve the two bills
before it.

Barry Pessin, 7395-A Pershing Avenue, also asked that Council vote against changing
the current ordinances and asked why portions referring to a 10 foot setback for
driveways and garages and references to north or south parking were omitted.

Joyce Follman, 7393 A Pershing Avenue, complimented the University City's Fire
Department for assistance transporting her mother to the hospital. She maintained that
the way the bills' current structure is written will lead to multiple problems and that
parking accommodations should only be made for the physically challenged.

Dan Ruderer, 7386 Kingsbury, observed that there had never been a parking problem
before the condominiums were built. He stressed that long time residents put up with
inconvenience during construction of the building and are being asked to be burdened
further. Rear access is easier for them; they have to park in front of their houses and
climb steps. He said that they use to have trash pickup in the rear; now he has to haul
trash cans downhill with a broken leg.

Mayor Adams asked Mr. Ruderer if he lived on the east or the west end and was told
that he lived in the middle.

Mr. Wagner stated that he had tried to accommodate both sides. He said that why the
10 foot offset language was in the body of the bill and not in the summary was unclear.
Since the language would eliminate all parking, he moved for an amendment to delete
it. Mr. Sharpe seconded the motion.
