4. BILL 8972 <br />— An ordinance amending Chapter 10.36 of the University City Municipal <br />Code, relating to regulations for specific streets, by repealing Section 10.36.090 <br />thereof, relating to stop intersections – vehicles to stop at certain intersections, and <br />enacting in lieu thereof a new section to be known as “Section 10.36.090 stop <br />intersections – vehicles to stop at certain intersections” thereby amending said <br />section so as for traffic to stop on Warder Ave. at Lafon Place; containing a saving <br />clause and providing a penalty. <br />Introduced by Mr. Glickert <br />5. BILL 8973 <br />— An ordinance amending Chapter 10.44 of the University City Municipal <br />Code, relating to parking restrictions for specific streets, by repealing Section <br />10.44.020 thereof, relating to parking prohibited on certain streets during designated <br />hours, and enacting in lieu thereof a new section to be known as “Section 10.44.020 <br />parking prohibited on certain streets during designated hours,” thereby amending <br />said section so as to prohibit parking on the south side of Gannon Ave, from North <br />and South Rd to the west for a distance of 200 feet from 7:30 AM to 9:00 AM Monday <br />through Friday; containing a saving clause and providing a penalty. <br />Introduced by Ms. Ricci to add Bill to agenda <br />6. BILL 8974 <br />— An ordinance approving a settlement agreement with U.S. Cellular. <br />Mayor Adams asked Ms. Ricci to sit on the St. Louis County Municipal League oversight <br />committee which would be the governing body of the expenditures of the monies <br />assigned by various municipalities. Ms. Ricci said she could not with good conscious <br />serve on this commission, due to the way it received its funding. She stated that she <br />was opposed to having the acceptance of the cellular settlement be combined with an <br />allocation to the St. Louis Municipality League under one ordinance and would have to <br />decline the offer. <br />Ms. Ricci objected to any assignment to St. Louis County Municipal League on Bill 8974, <br />U.S. Cellular settlement agreement with consideration of the financial condition of the <br />City. She felt it inappropriate for the City to give to any not-for-profit or for-profit <br />organization that does not tell Council specifically how the money will be used. <br />Ms. Brot stated that it is more than the City just having enough money. She stated the <br />City needed protection of not having money taken away from the City by the State which <br />would be provided by the St. Louis County Municipal League. <br />Mayor Adams said the City Manager passed out two potential versions of this bill: one <br />with just the acceptance of the settlement from AT&T Cellular and the second proposed <br />bill had the acceptance of the settlement along with a blank amount to be allocated to <br />the St. Louis County Municipal League. Mayor Adams said the question before the <br />Council was which bill would be introduced. <br />Ms. Ricci stated that the only bill before them now is Bill 8974 without any assignment to <br />the St. Louis County Municipal League. She also asked that the records reflect that <br />Mayor Adams is the Vice President of the St. Louis County Municipal League Board. <br />She felt Mayor Adams position on the St. Louis County Municipal League Board should <br />preclude him from voting on this issue. <br /> <br />
