Mr. Glickert said that he was opposed to the $20,000 the first time around with the <br />Verizon settlement and thought that amount was an impressive figure in consideration <br />with what other municipalities gave. Mr. Glickert seconded Ms. Ricci’s motion on the <br />floor. <br />Mr. Sharpe, Jr. stated that at this juncture, after giving $20.000 to the St. Louis County <br />Municipal League, the felt the City should wait until the league provides a more detailed <br />list of how the money would be allocated. <br />L. CITIZENS’ COMMENTS <br />John Houser, 7053 Pershing Ave. <br />Mr. Houser was present to encourage Council to support the 70 thousand block of <br />Pershing Avenue remain single family homes as Washington University had been <br />purchasing homes in this block. <br />Molly Edler, 7011 Pershing Ave. <br />Ms. Edler gave a brief history of the development of the neighborhood. It had been <br />stated that the MetroLink station would be used only as a residential station in which one <br />would walk to the station. Ms Edler said that the latest University City Advisory Board on <br />Economic Progress proposed a higher and better economic use in proportion of the <br />immediate surroundings of the station than the existing homes, for the existing <br />commercial corner at Big Bend and Forest Park Parkway. Even though University City <br />Council did not follow this proposal, she felt Washington University is attempting to <br />develop this area with its purchase of six homes on the street. Ms. Edler asked if <br />University City was ready to give up its single family home owner value. <br />M. COUNCIL COMMENTS <br />Mr. Price stated that he supports single family residential neighborhood. He wanted to <br />be sure citizens realized that the largest amount of University City real estate tax goes to <br />the school district and the City only receives about ten percent of it. Mr. Price asked the <br />City Manager to review with the Planning Commission zoning code that garage additions <br />be required to perform to the prevailing look of the neighborhood. He would also like the <br />Planning Commission to look into the type of material scheduled for use in the building. <br />Lastly, Mr. Price wanted to emphasize the importance of working with the youth through <br />schools and recreational programs to keep the students active, thus helping to prevent <br />future problems. He suggested the possibility of a restitution program for youths in <br />trouble. <br />Ms. Ricci stated that she left the Washington University meeting unsettled after hearing <br />“we have no plans.” She explained that legally the City could not stop anyone from <br />buying a home from a willing owner. She suggested the neighborhood work together to <br />form a plan of action. Secondly, Ms. Ricci asked the Council to reschedule the Council <br />meeting on April 7, 2008, as the Municipal election was the following day and three of <br />the Councilmembers would be involved in this election and would not be able to spend <br />the necessary time in preparation for the meeting. Lastly, Ms. Ricci asked the <br />Councilmembers to provide to the other Councilmembers a summary of the <br />commissions to which they serve as a liaison. In this way, all Councilmembers would be <br />aware of what is happening in all of the commission meetings. <br /> <br />
