<br />3. Pershing Pedestrian Traffic Signal. The City considered Access Engineering, HDR, <br />EFK Moen and AMEC Earth & Environmental on personnel qualification, experience <br />records, past experience with the City, location of the firm, financial status and <br />availability to perform the work. The Public Works staff recommended AMEC Earth <br />and Environmental. The contract was for $25,948.82: $17,369.14 for design and <br />$3,579.69 for constructions inspection. The City budgeted $24,000: $4,800 would <br />be City match and $19,200 would be from a Federal Grant <br /> <br />Ms. Brot moved for the approval of the consent agenda, seconded by Mr. Glickert and <br />was approved unanimously. <br /> <br /> <br />I. CITY MANAGER’S REPORT <br />1. Site Plan Review application for 6200 Olive, Cintas Corporation <br />Applicants requested permission to expand existing parking lot. <br />Mr. Glickert moved for approval, seconded by Ms. Brot and was approved unanimously. <br /> <br />2. Comprehensive Annual Financial Report for fiscal year ended June 30, 2007. <br />A concise financial overview of fiscal year 2007 was given by auditor in charge, Mike <br />Williams from Hochschild, Bloom & Company LLP, University City’s independent auditor. <br />The report’s financial statement referred to the financial position of the governmental <br />activities, the business-type activities, the aggregate discretely presented component <br />units, each major fund and the aggregate remaining fund information as of June 20, <br />2007, and the respective changes in financial position and cash flows for the year then <br />ended, in conformity with U.S. generally accepted accounting principles. <br /> <br />Mr. Wagner was concerned with the negative course of the retirement benefit fund. <br /> <br /> <br />J. UNFINISHED BUSINESS <br />1. BILL 8967 — <br /> An ordinance amending Chapter 2.10 of the University City Municipal <br />Code, relating to the Department of Finance, by repealing Section 2.10.060 thereof, <br />relating to certain city contracts and purchases to be approved by Council, and enacting <br />in lieu thereof a new section to be known as “Section 2.10.060 certain city contracts and <br />purchases to be approved by Council”; containing a savings clause. <br /> <br />Mr. Sharpe, Jr. moved for approval and was seconded by Ms. Brot. <br /> <br />Roll Call <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Glickert, Ms. Brot, Mr. Sharpe, Jr., and <br /> Mayor Adams <br />NAYS: none <br /> <br />Bill 8967 passed and became ordinance No. 6721. <br /> <br />2.
