Session 1869 <br />February 24, 2003 <br /> <br />the grounds at the Pershing School. <br /> <br />Elsie Glickert, 6712 Etzel Avenue, appeared as the Chair of the Lap Swim <br />Advocacy Group. She reiterated suggestions by attendees of the December 17, <br />2002 meeting, namely - retaining existing lap lanes, building an indoor pool at <br />Heman Park, housing Recreation Department offices at that facility, returning the <br />three-foot water to the end of the pool with no zero depth. There were also <br />suggestions for installing a handicapped lift, installing underwater lights, <br />relocating the baby pool to the east end as well as locating all the water toys <br />there, marketing the pool to new residents by distributing free coupons with <br />occupancy permits, promoting special pool rates to city and school employees, <br />and promoting swimming at the two Senior citizen buildings. She proposed <br />demolishing the present facility and building a new facility, making the <br />refreshment stand a year-round service and moving it to the east side, returning <br />park benches to the edge of the walk, and Heman Pool remaining as it is rather <br />than as a water park. <br /> <br />Jennifer McCrea, 7357 Carleton Avenue, a part-time employee at the Fitness <br />Center reported her observations and feedback from patrons. She said that the <br />primary requests are for more space, higher ceilings, brighter lighting, room for <br />mat work on the floor, and rooms for fitness classes throughout the day. She <br />also suggested the construction of a brand new, state of the art facility. <br /> <br />Donald W. Cranke, 7843 Cornell, commended his neighbor, Al Ross, for his <br />many signs for Prop K. He saw the recreational facilities as an asset to <br />University City. <br /> <br />Tim Michels, 7038 Cornell Avenue, wanted the facility built to comply with the <br />energy standards for "Green Building," and an attempt, by University City to get a <br />"lead-certified rating." <br /> <br />Mr. Lieberman suggested the inclusion of a two-seater sauna. <br /> <br />Mayor Adams then declared the hearing closed. <br /> <br />AGENDA ITEM # 3 - U. CITY IN BLOOM VERNON AVENUE LEASE: <br /> <br />Mr. Norfleet recommended approving a memorandum of understanding between <br />University City and University City in Bloom whereby a vacant City lot on Vernon, <br />800 feet east of Pennsylvania, will be improved and utilized for a period of ten <br />years as a plant growing and storage facility. A dollar-a-year lease with UCity in <br />Bloom will go along with a $3,500 city contribution towards property <br />improvements and a similar amount in annual maintenance labor and equipment <br />costs. The U. City in Bloom organization will provide volunteer workers and <br />volunteer expense. The terms of this agreement were in keeping with the City <br />Council's policies of cooperation with U.
