Session 1869 <br />February 24, 2003 <br /> <br />The vote was taken and the motion carried 5 to 2, with Mr. Sharpe and Mr. <br />Wagner voting Nay.. <br /> <br />CITIZEN COMMENTS: <br /> <br />Mr. Richard Dockett, 6844 Crest, of the Roth Grove Neighborhood Association <br />offered a picture presented to him by Alice Wyndham, a prominent historian of <br />Almec (pre-Columbian) civilization, to the Municipal Commission on Arts and <br />Letters for inclusion into the 2004 calendar. <br /> <br />Kathy Straatmann, 6823 Crest Avenue, said that her neighbors are threatening to <br />sell their homes because of the activities of youths in the area. She maintained <br />that youths playing in the street detracted from property values <br /> <br />Barbara Heise, 920 Golf Course, also complained that the Council is ignoring <br />their concerns. <br /> <br />John Cross, 6847 Raymond, distributed an article that had appeared in the <br />previous Saturday's edition of the St. Louis Post-Dispatch newspaper. He came <br />to thank Council for its position on civil liberties and to encourage its continued <br />vigilance. <br /> <br />Ms. Colquitt stated that she wanted action taken on Roth-Grove's complaints <br />about youth and called for more police coverage. <br /> <br />Ms. Welsch said similar problems occur in other areas and suggested looking for <br />a different way to police the city. <br /> <br />Mr. Munkel stated that this problem interfered with commerce and needed to be <br />dealt with immediately. <br /> <br />Mr. Sharpe asked Mr. Norfleet to investigate the potential for foot or bicycle <br />patrols of the area. <br /> <br />Ms. Welsch suggested community-oriented policing based upon information from <br />Utah she had previously distributed to Council. <br /> <br />Mr. Wagner called for an increased sensitivity by University City police to the <br />importance of citizens' perceptions. <br /> <br />Mr. Lieberman maintained that a public education program directed at parents <br />might be more effective. <br /> <br /> <br />
