Responding further to Mr. Lieberman, Mr. Ollendorff said that it was up to the Council to
require that Loop businesses must provide a certain percentage of retail.

Mr. Munkel said that the music recording business could make lots of money and be very
good for the Loop.

Mr. Munkel moved to approve the application for the conditional use permit. Ms.
Colquitt seconded the motion. The motion passed.

AGENDA ITEM # 3 - SITE PLAN FOR 7915 OLIVE:

Mr. Ollendorff recommended approval of a site plan to operate a not-for-profit facility
that will utilize its space for meetings and offices. He reported that all requirements of
City ordinances were met, and, because the applicant will be a tenant rather than
owner, the property will remain on the tax rolls. The usual conditions of litter control,
sign ordinance compliance and provision of approved landscaping must be accepted
by the applicant as well as an understanding that occupancy in excess of 129 assembly
hall seats will require furnishing of greater number of parking spaces.

Mr. Lieberman wanted to know how the property's status would be affected if the tenant
became the owner. Mr. Ollendorff stated that the property would then be removed from
the tax rolls.

Ms. Welsch moved to approve the site plan. Mr. Sharpe seconded the motion.

The roll call vote was as follows: AYES - Mr. Wagner, Ms. Welsch, Mr. Sharpe, Ms.
Colquitt, Mayor Adams. NAYS: Mr. Lieberman and Mr. Munkel.

AGENDA ITEM #4 - PARKVlEW TOWERS REHAB:

The City Manager advised the Council that the Land Clearance for Redevelopment
Authority approved a resolution authorizing the redevelopment and tax abatement for
the Parkview Towers Senior Citizen Housing facility. The law required providing a copy
of the resolution and agreement to the City Council for its information; no action was
necessary.

CITIZEN COMMENTS:

Kathy Straatman, 6823 Crest, wished to thank Mr. Moton for his efforts with helping
them with the police protection/ordinance enforcement in the Roth Grove and Northeast
Area. However, she feels that this is simply not enough. It isn't that they need more
police protection in this area - they need the police to change their attitudes when
responding to their calls. They are not being taken seriously and she still requests that
the City does more in this regard.
