Barbara Heise, 920 Golf Course, stated that she had been on jury duty and they came
to a very quick conviction of a drug dealer. It was such a quick decision, that it angered
her why it was so hard for the City to not be able to deal with drug houses more quickly.
The northeast area has beautiful homes, yet she is having trouble selling homes in this
area, because of the drug houses and disrespectful attitudes of the youth. Without the
police appropriately enforcing codes in this area, she sadly predicts that this trend will
become worse. She does not like having to keep coming up here to tell the Council
these things. It is absolutely astounding and frustrating to her that these issues have
not been resolved yet.

Ms. Welsch asked to submit into record, correspondence from Mr. Kyle Herman, 7006
Dartmouth. Mr. Herman has lived in the University Park neighborhood for
approximately two years. Last summer, his home was broken into. Luckily, he and his
family were not at home. About three weeks ago, someone again broke into his home.
This time, his family was at home and fast asleep, one being a two week old baby. He
contacted his councilmember, Ms. Welsch, and she provided him with crime statistics
for the area. He is simply astounded at the amount of crime in his neighborhood. As a
result, he and his family will be moving out of the area. He knows of five other couples
that are also considering moving. The Mayor and Council need to look at methods to
make this neighborhood safe. He suggested police walking or riding bicycles on his
streets in order to be more connected to the subdivision. He understands these
changes would need financial backing, but something must be done.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READINGS:

BILL NO 8647 - FIXING THE COMPENSATION TO BE PAID TO
SEASONAL AND PART-TIME EMPLOYEES OF UNIVERSITY CITY
FROM AND AFTER MARCH 26, 2003, SO AS TO INCREASE THE
COMPENSATION OF SUCH EMPLOYEES WITH JOB TITLES
RELATING TO RECREATION, AND REPEALING ORDINANCE NO. 6364
TO THE EXTENT INCONSISTENT HEREWITH.

The bill was given its second reading.
The bill was given its third reading.

Ms. Colquitt made the motion to approve; Mr. Munkel seconded it. The
roll call vote was as follows: AYES: Ms. Colquitt, Mr. Wagner, Mr. Munkel, Mr. Wagner,
Mr. Lieberman, Ms. Welsch, Mr. Sharpe, Mayor Adams. NAYS: None. Bill number 8647
passed unanimously and became ordinance number 6416.

BILL 8648 -AMENDING CHAPTER 10.40 OF THE UNIVERSITY CITY
MUNICIPAL CODE RELATING TO STOPPING, STANDING AND
PARKING GENERALLY, BY REPEALING SECTION 10.40.020
