Mr. Sharpe believes that the City of Wellston has already passed a
similar ordinance.

Ms Colquitt made the motion to approve; Mr. Lieberman seconded it. The
roll call vote was as follows: AYES: Mr. Munkel, Mr. Wagner, Mr.
Lieberman, Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Mr. Wagner, Mayor

Adams. NAYS: None. Bill number 8649 passed unanimously and
became ordinance number 6418.

BILL NO 8650 - AMENDING CHAPTER 8.28 OF THE UNIVERSITY CITY
MUNICIPAL CODE, RELATING TO THE PROPERTY MAINTENANCE
CODE, BY REPEALING SECTION 8.28.020 PM-113.0 THEREOF,
RELATING TO VACANT BUILDING REGISTRATION AND
MAINTENANCE, AND ENACTING IN LIEU THEREOF, A NEW SECTION
TO BE KNOWN AS "SECTION 8.28.020 PM -113.0 VACANT BUILDING
REGISTRATION AND MAINTENANCE," THEREBY AMENDING SAID
SECTION SO AS TO SET THE AMOUNT OF TIME THE CODE
OFFICIAL MAY PERMIT A VACANT BUILDING OWNER TO HAVE TO
BRING THE PREMISES INTO COMPLIANCE WITH CODE;
CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY.

The bill was given its second reading.
The bill was given its third reading.

Mr. Munkel made the motion to approve; Mr. Sharpe seconded it.

Mr. Wagner stated that this ordinance was developed to give some relief
to some developers as their properties are sitting vacant. We don't want
those vacant properties sitting run down and otherwise dilapidated for a
long time. This ordinance says that the property owners has to keep the
outside up to code. The relief comes in on the interior code requirements,
where more leniency will be given.

Responding to Mr. Lieberman, Mr. Ollendorff said that the City is willing to
give a longer amount of time for the compliance on the interior, than we
will on the exterior. The exterior must be kept up to code, the interior we
could give up to a year to get it into compliance. This ordinance
authorizes the City staff to be more lenient on interior compliance.

The roll call vote was as follows: AYES -Mr. Lieberman, Ms. Welsch, Mr.
Sharpe, Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mayor Adams. NAYS:
None. Bill number 8650 passed unanimously and became ordinance
number 6419.
