Session 1876 <br />April 21,2003 <br /> <br />Pat Fitzgerald, 6374 Pershing Avenue, asked Council to examine the impact of closing <br />Forest Park Parkway upon citizens and merchants and to request postponement of the <br />closure until the issues are addressed. <br /> <br />Patricia Adams, 7034 Waterman, expressed concern about traffic flow while the <br />MetroLink construction is under way and its affect upon residential areas. <br /> <br />Mr. Wagner offered a resolution urging St. Louis County Highway and Traffic department <br />to work with University City and to put high priority on developing a traffic plan prior to the <br />closure. Councilmember Sharpe seconded the motion. The resolution was adopted six to <br />one, with Mr. Lieberman voting Nay. <br /> <br />AGENDA ITEM # 1 -CONSENT CALENDAR: <br /> <br />1 - Third Quarter Budget Transfers- Mr. Ollendorff recommended approval of budget <br />transfers in both revenues and expenses; these changes were necessary to maintain a <br />balanced budget for the fiscal year. The largest adjustments increased both revenue and <br />expenditure items for federal aid bridge and road projects. Other transfers included <br />personnel cost which for the most part were less than was budgeted due to normal <br />turnover activity. Salt and calcium purchases for the previous winter were at a higher level <br />than budgeted. Investment interest declined and ambulance revenue, while approaching <br />former levels, will be less than budgeted for the year. He stated that University City <br />reserves or fund balance were adequate for these short-term setbacks. An early recovery <br />from the economic slow down is essential to maintain service levels next year. <br /> <br />(2 - Groby Road Bridge Engineering Contract -)- Councilmember Welsch moved to <br />remove this matter from the Consent Calendar. <br /> <br />Councilmember Wagner moved to approve the Consent Calendar. Ms. Colquitt offered the <br />second and the motion carried unanimously. <br /> <br />AGENDA ITEM # 2 -Public Hearinq- Recreation Facility Improvements- <br /> <br />Mr. Ollendorff announced that the City Council scheduled that time and place for the third <br />in a series of public hearings to hear what residents have to say before making these <br />important decisions about proposed improvements to the Heman Park Pool/Recreation <br />Facilities. He noted that decisions were anticipated in the near future on pool and fitness <br />center improvements and a final decision on the next phase of recreation facility expansion <br />is expected later this summer. <br /> <br />Mayor Adams then declared the Public Hearing open. <br /> <br />Earl Higgins, 6631 Washington Avenue, stated his preference for "zero-depth" entry pool <br /> <br /> <br />
