Session 1886 <br />May19,2003 <br /> <br />better emphasize promotions. <br /> <br />Mr. Wagner inquired about the balance between homeowner and rental services. <br />Mr. Thomas responded that, on a month-to-month basis, homeownership inquiries <br />were 5-10% and rental services were about 90% but between home purchase, home <br />tours, etc. the balance of services provided was closer to 50-50. <br /> <br />Ms. Welsch wondered if their board discussed other income producing activities. <br />Mr. Thomas said promoting resources such as the house tours, bike tours, better <br />communication with contributors, foundation funding had been identified. <br /> <br />Mr. Richard Dockett, 6844 Crest Avenue, asked that Council fund the <br />implementation of the Northeast Plan. <br /> <br />Mr. Henry Berry, 7228 Dartmouth Avenue, suggested that the fee for occupancy <br />permits increase from $10.00 to $15.00. He maintained that Council should <br />consider increasing fees for the golf course and tennis courts. Mr. Berry asked the <br />Council re-examine increasing ambulance fees. <br /> <br />Mr. Timothy Hepler, 3907 Cordes, noticed an item in the Police Department budget <br />of $44,000 for laptop computers. He recalled an application for a local law <br />enforcement block grant in 1999 requesting monies earmarked for the patrol division <br />(half of which had laptops-$74,000). He asked if that $74,000 was spent and if the <br />additional $44,000 was needed. Mr. Hepler also listed properties with outstanding <br />real estate taxes and suggested their collections as an additional revenue source. <br /> <br />Mr. Lieberman requested replacing the maps in council chambers with current ones. <br /> <br />There being no further requests to speak, Mayor Adams closed the hearing at 7:56 <br />p.m. <br /> <br />AGENDA ITEM # 3 - Public Hearing on Mendell Storm Drain <br /> <br />The City Manager announced that the Council has set 7:30 in the Chambers for a <br />public hearing on the proposed assessment for reclaiming property along the River <br />Des Peres channel. The improvement will benefit properties in the 1500 block of <br />Mendell and in the 7800 block of Trenton. The assessments are proposed against <br />properties that benefit by having the area behind their homes restored. Two <br />alternatives have been proposed for this assessment. In the first, each property <br />would be assessed an amount between $100.00 and $300.00; this amount would be <br />based upon the amount of adjacent land reclaimed. For the second option, the cost <br />could be spread evenly between each property at $200.00 each. He noted that the <br />City Council may also wish to grant owners the opportunity to pay the assessment <br />over a period of time (up to five years) with interest at a rate not to exceed 8%. Mr. <br />Ollendorff reported that all property owners to be assessed have been notified of this <br />hearing at which they may wish to present their point of view. <br /> <br />Page 5 <br /> <br /> <br />
