Session 1886
May19,2003

Mayor Adams declared the public hearing in session at 8:00 p.m.

Charlene Willis, 1570 Mendell Drive, expressed pleasure that the project is
underway and dismay over the assessment.

Loretta Bryant, 7863 Milan, expressed support for her neighbors that wished no
assessments to be made against them from the Mendell sewer repair and
improvements. They had suffered too much and been without their property for too
many years to be assessed anything. They were not asked for the additional
improvements and do not deserve to be charged for it.

Mayor Adams declared the hearing closed at 8:06 p.m.

AGENDA ITEM # 4 - Bid for Asphalt Street Overlays (added)

Mr. Lieberman moved to add the items to the agenda. Mr. Sharpe offered the
second and the motion carried.

Mr. Ollendorff requested that Council approve the Iow bid that met specifications.
He stated that by awarding the contract that evening, the paperwork can be
completed and the project started July 1, 2003.

Mr. Lieberman asked if the matter was included in the Capital Improvement Plan.
The City Manager responded that it was and constituted the 2003-4 segment of that
plan.

Ms. Welsch asked if the streets to be repaved were on his priority list. He
conformed that they were and offered to get a list to her.

Mr. Wagner moved that the Council accept the Iow bid of County Asphalt Paving
Company, Mr. Munkel seconded and the motion carried.

CITIZEN COMMENTS:

Ms. Betsy Nimock, 300 Gay Avenue, was concerned about the water run-off from
the construction at Gay and Lafon. She wanted more assurance than she has
received from the developers. She asked if it was the developer's job to be sure
that there was no additional run-off onto adjacent property and if it was the city's job
to be the watch dog.

Mr. Wagner said that her concerns were legitimate. He hoped that staff would
enforce an ordinance that would not allow run-off from a new project onto existing
property.

Ms. Nancy Sachar, 8044-50 Lafon, read a document prepared by Jim Maxfield,

Page 6
