Session 1886
May19,2003

inspector entitled General Building Limitations-Story Above Grade. She maintained
that the property that Ms. Nimock referred to might fit into that category. She also
had aesthetic objections. Ms. Sachar requested that portable john three feet from
her yard be moved.

Mr. Munkel stated that it was premature to state a grade level because it hasn't yet
been determined. He asked for a review by staff.

Richard Dockett, 6844 Crest, wanted to know the city's policies and procedures for
the destruction of drug paraphernalia by police officers. He said he had not received
an answer. Councilmember Colquitt asked for the status of the report and noted that
personnel issues were private. Mr. Ollendorff reported that the document had been
prepared and sent to citizens.

Barbara Heise, 920 Golf Course Drive, acknowledged support received from Mr.
Wagner and Ms. Welsch to her complaints about the April 11, 2003 incident. She
considered the answer she received from Major Adams non-responsive.

Loretta Bryant, 7863 Milan, inquired when citizens would have an opportunity to
comment on the spraying for mosquitoes. The City Manager responded that the
hearing would be June 2, 2003. She maintained that health concerns were
minimized because the spraying occurred at night when most people were in their
homes.

Mr. Charles Marentette, 7163 Pershing, came to complain about additional traffic on
Pershing & Waterman since the closure of Forest Park Parkway. He asked for more
concentrated police enforcement of one way traffic laws, non-resident parking
ordinances, and a temporary reduction of the speed limit from 25 to 15 miles per
hour.

Bonnie Stirler, 7034 Pershing Avenue, was also displeased by traffic problems. She
suggested an emergency ordinance limiting designating local traffic only on
Pershing, east of Flynn Park school to Big Bend, placing signs at Pershing &
Jackson and Pershing & Hanley "no through traffic." She requested written plan for
the location and usage of garbage dumpsters during construction. Ms. Stirler also
wanted an emergency ordinance lowering speed limit to 15 miles per hour and strict
enforcement of current traffic laws. Mr. Ollendorff said she'd receive a response
within a couple of days

Ms. Welsch recounted Council's discussion about putting up signs at Pershing and
Jackson that would re-direct traffic and asked if they had been installed? The City
Manager responded in the affirmative.

Ms. Welsch then asked if the Council was supposed to review traffic issues 10 days
into the construction. Mr. Ollendorff responded that the matter was on the agenda
for the 5/22 meeting with Metro-link.

Page 7
