The applicant met all city ordinance <br />requirements and appeared to have a good background. <br /> <br />Mr. Wagner moved to approve a wine and beer license and to review it in six months. <br />Ms. Colquitt seconded the motion. <br /> <br />Mr. Lieberman maintained that, since this would be a new owner in a new business in <br />University City, they should wait the usual six month precedent before applying for a <br />license. Ms. Colquitt agreed with Mr. Lieberman and cited the need for consistency in <br />applying guidelines. <br /> <br />Mayor Adams clarified the desire to approve wine and beer only. He thought if the <br />owner had owned a business anywhere with liquor, they wouldn't have a waiting period. <br /> <br />Ms. Welsch said that she feels that experience with liquor in another location should <br />serve as adequate six months experience in University City and she would support Mr. <br />Wagner's motion. <br /> <br />Mr. Wagner stated that the purpose of the policy was to encourage the restaurant <br />business, as opposed to a bar/tavern development. He was convinced that the business <br />would be a restaurant. <br /> <br />Mayor Adams called for the vote. The motion carried with the exception of Mr. <br />Lieberman, who voted Nay. The motion passed six to one. <br /> <br />CITIZEN COMMENTS: <br /> <br />Ms. Terry White, 6924 Bartmer Avenue, complained about the City's failure to address <br />the presence of derelict cars in the back yards in her area. She related an incident that <br />involved the police and a youth who resided at 6916 Corbett. They had tore up a <br />derelict car at 6922 Plymouth. She had reported these cars and high weeds to the City <br />Manager's office and they are still there. <br /> <br />Ms. Welsch noted to Mr. Ollendorff that seven or eight months ago she was one of the <br />Councilmembers that took a tour of that area. We noted that we had to deal with the <br />derelict cars, the weeds, the bad alleys, etc. Ms. Welsch asked Mr. Ollendorff what was <br />going on here and why haven't these problems been addressed? Citizens should not <br />have to keep calling and coming up here to Council meetings before we act upon these <br />violations. She is very frustrated and she would like to see something done. We also <br />need to be more consistent with code enforcement surrounding the West Nile issue. <br />We need our inspectors to be looking for stagnant water, derelict cars, high weeds, etc. <br />She doesn't have these problems in her ward. She just doesn't understand why these <br />folks have to keep coming up here and complaining about these things. She wants to <br /> Page 10 <br /> <br /> <br />
