Session 1889
June 23, 2003

applicants from coast to coast. The suggestions of the Prop K Committee had also been
incorporated into the search. Mr. Wagner restated that he was confident that the City
was doing everything in their power to put the word out and that any professional,
looking for this type of position, knows about the opening.

Mr. Lieberman inquired about the timing of Prop K Committee reports. Ms. Welsch
stated that it was her understanding that the next report by the Committee to Council
would be due in August. Mr. Ollendorff added that the next official report was in August,
but they always share informal reports to Council, Prop K and Park Commissions on
any steps of the project.

Mayor Adams asked the City Manager to send the report on the skateboard/rollerblade
park on to the Parks Commission.

Ms. Welsch concurred with Mr. Wagner's comments, but also said she was glad it was a
nationwide search for a new director of parks and recreation, because this will be a
challenging job. She stated that building a new facility and recreation program for all
residents takes special skills and she is happy that the search has gone nationwide.

AGENDA ITEM # 3 - HEMAN POOL USE BY NON-RESIDENT SWIM TEAM:

Mr. Ollendorff said that he agreed with the Park Commission's recommendation to
permit non-resident swim teams use of Heman Pool under very strict conditions, i.e., a
50% extra fee and subject to approval on a cancelable case by case basis by the
department of parks and recreation director.

Mr. Munkel moved to adopt the recommendation. Ms. Colquitt seconded the motion.

Mr. Lieberman asked who would be responsible for enforcing the rules and regulations.
Mr. Ollendorff replied that the responsibility would lie with the recreation staff and park
and recreation director. Mr. Lieberman inquired as to what constituted a non-resident
team. The City Manager answered that a resident team is one where more than 75% of
its members are University City residents.

Ms. Welsch noted that the Swim Club had determined that this recommendation was
unworkable in the present pool and had requested for this not to be added to the
agenda for action. Additionally, the parks staff had said that this was to only occur this
summer and that we would wait to see how it worked out through next year with the
renovated pool. In light of these facts, she would not be supporting this
recommendation at this time.

Page 4
