Session 1889
June 23, 2003

Mr. Chris Mueller (Stock & Associates - consulting engineers), 425 N. New Ballas
Road, St. Louis, addressed Council's questions and stated that the gas tank removal
would be performed. He recommended that the clearance of the property be certified
by the Missouri Department of Natural Resources.

Mayor Adams called for the vote on the recommendation with the two added conditions,
recommended by Mr. Ollendorff. The motion carried unanimously.

AGENDA ITEM #6 - CONDITIONAL USE - 6200 MAPLE FOR ADDING TO EXISTING

BUILDING:

The City Manager also concurred with the Plan Commission recommendation in favor of
an addition at the Winco Development Company complex in the Cunningham Industrial
Park since it met all city ordinance requirements. He stated that approval was subject to
conditions regarding landscaping, drainage, traffic control, irrigation, plan compliance,
and city council approval of 79% site coverage. He advised the Council that the
addition was one of a series of planned expansions for this industry leader in custom
window manufacturing located in University City's Cunningham Industrial Park.

A motion to accept the recommendation was made by Mr. Munkel and seconded by Mr.
Lieberman. The motion carried unanimously.

AGENDA ITEM # 7 - ANNUAL BUDGET ADOPTION:

Mr. Ollendorff recommended that City Council adopt the budget with adjustments
agreed upon during budget study meetings. This budget authorization by the City
Council provided all of the support needed for the city staff to provide the full level of
municipal service which citizens expect and deserve. All tax rates will remain at their
current level although many fees and charges for services will have to be increased
during the next fiscal year.

Mr. Wagner moved for approval. Ms. Welsch seconded and the motion carried.

Mr. Lieberman asked Mr. Ollendorff when review of the five year capital improvement
plan would begin. Mr. Ollendorff replied that the last step in the process was the
inclusion of the items Council had approved that evening. The information would be
available by the next Council meeting. A discussion could then occur at the Council's
next study session meeting. The next step would be to add this year's items to it for
which Council just approved.

Page 7
