The city now makes decisions about policy and investments by using a <br />racial equity framework for the St. Louis region that was first developed in <br />by thethe Forward through Ferguson report. Commission in 2015. <br /> <br />Our city officials, committees and commissions now routinely apply this <br />framework to existing and new policies and programs, which has permitted <br />U City to create, manage, and distribute resources in a way that gives <br />people from all racial, social and economic backgrounds the opportunity to <br />thrive. <br /> <br />This has resulted in the city becoming a highly desirable and appealing <br />place to live and work for all generations. It has enabled every resident <br />regardless of race or means a choice of a unique lifestyle because each <br />has access to quality housing, outstanding public schools, open space and <br />parks, vibrant businesses and a healthy environment. <br /> <br />Our vision is that U City’s neighborhoods have becomewill be diverse and <br />include the community anchors, supports, goods, services and amenities <br />people need to lead healthy lives and flourish. <br /> <br />In 2030, U City has achieved a reputation of being one of the most diverse <br />and distinctively established communities in the region, whichthat is <br />drawing a new generation of residents, and families and businesses <br />through a new wave of reinvestment in all three wards. <br /> <br />As a result, by 2030 University City has elevated its role and place within <br />the St. Louis metropolitan area and has further advanced within the <br />region’s conscience as is one of the defining most desirable destinations of <br />the region. <br /> <br /> <br />Guiding Principles <br /> <br />The four principles guiding the development and approach to this plan are equity, <br />sustainability, prosperity and health. <br /> <br />NOTE: Each of these principles should be explicitly referenced in each chapter of the <br />document, laying out clear goals, objectives and strategies that adhere to these <br />principles, which should be stated up front on page 3 as the organizing principles. <br /> <br />Equity <br /> <br />Page 2 of 7 <br /> <br /> <br />
