Session 1904 <br />December 15, 2003 <br /> <br />Mr. Ollendorff recommended purchasing the laptops and mounting systems from World <br />Wide Technology for a total price of $36,040.00. <br /> <br />Picnic Beer and Wine License - Christ the Kinq Parish <br /> <br />Mr. Ollendorff recommended approval of a picnic license for the sell of beer and wine at <br />the Christ the King Parish Center at 7316 Balson Ave. on January 17, 2004. Similar <br />licenses have been approved many times over the years with no negative <br />consequences. <br /> <br />Mr. Munkel moved approval of the Consent Calendar. Mr. Wagner seconded the <br />motion, and it passed unanimously. <br /> <br />MARKET PLAZA IMPROVEMENT PROPOSAL (REMOVED FROM CONSENT <br />CALENDAR): <br /> <br />Mr. Ollendorff introduced an item to be removed from the Consent Calendar to allow the <br />City Council to discuss the matter. It concerns the Market Plaza improvement, which <br />sought approval to place a sculpture on private property. At the time of development, a <br />provision was made in the site plan that any improvements must be reviewed by the <br />City Council. This request seeks to place a pair of sculptures: one on the privately- <br />owned Market Plaza and the second, facing it, on the privately owned Craft Alliance <br />Plaza. <br /> <br />Mr. Munkel moved to approve the request, and Ms. Colquitt seconded the motion. <br /> <br />Discussion which followed centered upon the following comments: Ms. Welsch <br />acknowledged that the measure concerns private property, but thinks there should be <br />review of the request by the Arts and Letters Commission, and she prefers to hear from <br />them before voting. Mr. Wagner agreed with Ms. Welsch, and asked for information <br />about the sculptor who created the works. Mr. Munkel asked Mr. Ollendorff if the issue <br />came before the Council now only because of the prior agreement with the owner of <br />Market Plaza, Dan Wald, and was advised by Mr. Ollendorff that it was. Mr. Ollendorff <br />added that the Gateway Foundation is anxious to obtain permission to place the <br />sculpture and that the City is grateful to have been selected to receive this work. Mr. <br />Moton, Assistant City Manager, then provided information about the artist. Mr. <br />Lieberman pointed out that the arrangement with the owner stipulated the City Council <br />could review one of the works before placement, but not both. Mr. Ollendorff reviewed <br />the history of the development of Market Plaza and said that the City preferred that it <br />remain an open space rather than become a closed building. Mayor Adams reiterated <br />that since Market Plaza is private property, the owner is entitled to certain rights, and <br />said he felt the request need not be reviewed by the Arts and Letters Commission.
