Mr. Munkel suggested that the amendment was out-of- <br />order because its suggestion was not valid. Mayor Adams explained Ms. Colquitt's <br />motion was to not allow the applicant to have a liquor license and included the option to <br />apply for one in six months. Ms. Welsch's amendment asked for a three month's beer <br />and wine license, which does not exist. Mayor Adams repeated his explanation of the <br />motion to amend which would grant an immediate wine and liquor license. The vote was <br />taken, resulting in four AYES, with Mr. Lieberman, Mr. Wagner, and Mr. Sharpe voting <br />NAY, passing with a majority of votes. <br /> <br />Then there was another vote taken on the amended motion, to allow a beer and wine <br />license at 8631 Olive Boulevard, resulting in five AYE votes, with Ms. Colquitt and Mr. <br />Lieberman voting NAY, passing with a majority of votes. Mayor Adams advised the <br />petitioner of the right to return after a period of six months. <br /> <br />COMMENTS <br /> <br />Mayor Adams shared with the Council a message from the City of Overland Police <br />Department praising the work Deputy Chief Fireman Steve Osswanger for his action <br />reviving a person who collapsed at the Savis Center. <br /> <br />CITIZEN'S COMMENTS <br /> <br />Michael Donovan, 725 Kingsland Avenue, Apartment 204, and a member of Village in <br />the City, spoke about this development at Vernon and Westgate Avenues, which is <br />currently a vacant lot. He explained this plan is resident-driven. They want to develop <br />this property into a condominium complex. So far, nine units are committed to <br />interested residents of University City. Their plan is based upon a co-housing model, <br />offering owner-occupied units. To date much has been accomplished. They want to <br />acquaint the City Council with their project, and will appear before the LCRA <br />Commission this week, and hope to win support for their program and to bring the <br />project before the City Council within sixty days, with a target finishing date at the end of <br />2004. <br /> <br />Mayor Adams asked about the "earnest money deposits" required, and about legal <br />costs associated with this building, indicating that the City can be held financially <br />responsible for legal costs. He wanted clarification of how City legal expenses would be <br />met, and Mr. Donovan assured him there would be funds to cover this matter, called <br />"unrecoverable expenses" in their plans. Ms. Welsch asked Mr. Donovan what date he <br />wanted for an extension, and he replied they wanted a deadline of March 31,2004. <br /> <br />Gloria Gordon, 245 Union Boulevard, also a member of Village in the City, expressed <br />her interest in this project and her interest in moving to University City because of this <br />project's forward-looking approach.
