Session 1904 <br />December 15, 2003 <br /> <br />health and well-being and that University City is the ideal spot to launch the effort. <br /> <br />Shari Lekane-Yentumi, representing University City East, 6403-6419 Clemens Avenue, <br />came to express her support for this project, which she believes is a good example for <br />social mobility in the neighborhood. She mentioned Mike Giger's support for the <br />program, which was in a document presented to Councilmembers. She asked the City <br />Council to consider another sixty days to consider viability of the "bone shaker ground" <br />in hope of inspiring other projects. <br /> <br />David Felix, 712 Pennsylvania Avenue, came to support the Village in the City program <br />for it stimulating interaction of multi-generational relationships, unique to the co-housing <br />concept. This concept he pointed out, is new to Missouri, but has become established <br />in other parts of America, especially on the east and west coasts. He feels University <br />City's support would be beneficial and help "to pioneer" an important new concept here. <br /> <br />Kathy Straatmann, 6823 Crest Avenue, 2 West, came to present a statement from <br />Richard Dockett, president of their neighborhood association, who was unable to attend. <br />She spoke about their group's goals, hopes for the future progress and achievements. <br />She indicated her group feels they have endured character assassination and loss of <br />credibility, because they are persistent in seeking change. Tonight they want to reassert <br />their committed purpose. She stressed their desire to work in tandem with the City <br />Council and thanked the City and specified a large number of positive improvements. <br />She reiterated their group's primary goals are safety, improvement, and beautification of <br />the neighborhood and reiterated that their commitment is to continuing to work together <br />for mutual benefit. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />BILL 8699 - AMENDING CHAPTER 12.04 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO STREETS AND SIDEWALKS GENERALLY, <br />BY REPEALING SECTION 12.04.070 THEREOF, RELATING TO STREET, <br />ETCL, EXCAVATIONS-GENERALLY; PERMIT; BOND, AND ENACTING IN <br />LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 12.04.070 <br />RIGHT-OF-WAY MANAGEMENT," THEREBY AMENDING SAID SECTION SO <br />AS TO IMPOSE RIGHTS, DUTIES AND OBLIGATIONS ON ALL USERS OF <br />THE CITY'S RIGHTS-OF-WAY; CONTAINING A SAVINGS CLAUSE AND <br />PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Ms. Welsch moved approval and Mr. Munkel seconded the motion. The roll call <br />vote was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr. <br />Lieberman, Ms. Welsch, Mr. Sharpe, and Mayor Adams. NAYS: none. <br /> Page 7 <br /> <br /> <br />
