Session 1911 <br />February 9, 2004 <br /> <br />RESOLUTION - ATASCADERO, CALIFORNIA DISASTER: <br /> <br />Ms. Welsch introduced a motion for a resolution for University City's "sister city", <br />Atascadero, California, which suffered severe damage as the result of a large <br />earthquake in December 2003. This resolution is to pledge solidarity and support while <br />Atascadero rebuilds its City Administration Building as well as a significant part of it <br />residences and public buildings. Mr. Munkel seconded the motion and it passed <br />unanimously. <br /> <br />RESOLUTION - PERSHING HEIGHTS NEIGHBORHOOD IMPROVEMENT <br /> <br />DISTRICT: <br /> <br />Ms. Welsch moved to introduce a resolution to establish a Neighborhood Improvement <br />District in Pershing Heights, and Mr. Wagner seconded the introduction, which passed <br />unanimously. <br /> <br />RESOLUTION - CREDIT AGREEMENT WITH COMMERCE BANK: <br /> <br />Mr. Wagner introduced a resolution authorizing the City Manager to enter into a letter of <br />credit agreement with Commerce Bank, N.A., and Mr. Munkel seconded the <br />introduction, which passed unanimously. <br /> <br />AGENDA ITEM #1 - Consent Calendar <br /> <br />Mr. Ollendorff said the items included on the Consent Calendar appeared to require no <br />further discussion. <br /> <br />Olive Streetscape Material: <br /> <br />Mr. Ollendorff recommended approval to contract with Quality Testing and Engineering, <br />Inc., for testing of construction materials. Olive Boulevard Streetscape Improvements <br />Phase 1, estimated at $34,137.90. The Council previously approved a contract for <br />Phase 2 with this company after receiving bids and obtaining State approval. Mr. <br />Ollendorff recommended setting February 23, 2004 at 7:30 p.m. in these Council <br />Chambers as the time and place for a public hearing on the proposed vacation of an <br />unimproved right-of-way at the rear of 7831-7853 Olive. This property is not needed for <br />any public purpose and in fact is currently not readily usable by the public. The area <br />suffers from a lack of maintenance by the adjacent owners although it is used primarily <br />for their benefit. One owner built an addition that appears to extend into this right-of- <br />way. Another owner uses a portion of it as a private driveway. Returning this <br />unimproved and unusable area to private hands will result in improved maintenance as <br />it gives the adjacent owners added incentive as well as removing any potential city <br />liability or expense. An ordinance carrying tout his vacation is on the City Clerk's <br />agenda for introduction at this meeting while final action is not proposed until the public <br /> Page 2 <br /> <br /> <br />
