Session 1911 <br />February 9, 2004 <br /> <br />limited to layout in this plan, and operating hours not exceeding 6 a.m. to 12 midnight. <br />This will be a marked upgrade in use of this property as part of the University City Loop <br />restaurant and retail area in accordance with the City's comprehensive development <br />plan and zoning ordinance. <br /> <br />Mr. Wagner moved approval. Mr. Munkel seconded the motion. <br /> <br />Mr. Wagner asked what the name of the new restaurant would be, and was advised that <br />it is Q'doba. Mr. Munkel asked if a liquor license would be sought for this restaurant, <br />and was advised by Mr. Ollendorff that there would be one. Mr. Munkel noted this <br />restaurant was the result of a conversion of an old laundromat, and he said he was <br />concerned it this conversion would meet the City Code. He asked if the public parking <br />was behind the building, and was advised by the City Manager that adequate parking <br />does exist. <br /> <br />Mr. Lieberman expressed concerns shared by the business owners on Delmar <br />Boulevard that two conditions be added: 1) is policing for litter and debris at the rear as <br />well as in the front of the restaurant, and 2) is the watering and care of plants in <br />concrete planters adjacent to their businesses. Mr. Ollendorff supported adding both <br />qualifications to the property maintenance conditions, including the rear parking area <br />and maintenance of flower containers. Ms. Welsch asked if business owners had the <br />option of not having a cement flower container in front of their business. <br /> <br />This measure, along with modification to conditions, was passed unanimously. <br /> <br />AGENDA ITEM #4 - 8224 Olive Pavinq Permit <br /> <br />Mr. Ollendorff concurred with the Park Commission recommendation that we allow the <br />business property owner at 8224 Olive to extend asphalt pavement for parking to a <br />depth of 25 feet onto Ruth Park property 80 feet north of the River Des Peres. <br />University City would retain all ownership rights and the property would remain open to <br />the public in a much improved useable condition. <br /> <br />Ms. Welsch moved to postpone this proposal until some of the City Council members <br />can visit this site, along with Nancy MacCartney, Director of Parks, and the City <br />Manager, to study how the runoff stress affects the River Des Peres. She is concerned <br />about placing more "impervious surfaces close to the River Des Peres and about the <br />loss of trees, due to instability of the channel." A site due south of this position is <br />designated for a storm water demonstration project, which is a joint venture of the City, <br />the Green Center and the Missouri Department of Conservation, to negate the negative <br />impact of run-off into this channel. She also wants to wait for consideration because the <br />Centennial Trail will come down Olive Street Road, and it "looks for green spaces along <br />the route where people can get off the concrete road and this has been envisioned as <br />well as a place further west along Cricksdale as some possible green spaces."
