Session 1909
January 26, 2004

agreed to do.

The application passed unanimously.

Comment - Lehman Walker honors:

Mayor Adams mentioned a press release concerning Lehman Walker, Director of
Planning and Development, who was appointed to the Examination Committee of the
American Institute of Certified Planners. This is an honor and a distinction for Mr.
Walker and reflects well both upon his work and upon University City.

Citizen's Comments on Non-Aqenda Items:

Kathy Straatman, 6823 Crest Avenue, came this evening to discuss the Neighborhood
Association with the City Council. She brought an article from The New York Times to
share the idea that order in the community prevents crime, based upon research
findings. The article stressed the importance of neighborhood participation and Ms.
Straatman stressed this was the aim of their Neighborhood Association, too. She
pointed out the will of the Do Right Committee to work hand-in-hand with the City
administration, thanking the Council and City administrators for the Northeast Plan,
which addresses the priorities of the Do Right Committee. She mentioned some recent
difficulties she encountered with the Police Department relating to her efforts to evict
non-paying tenants from apartments buildings she purchased recently. She expressed
her desire to meet with the City Manager to discuss these problems and stated that she
attends City Council meetings because she has not been satisfied with measures taken
to alleviate neighborhood problems. She said she sees her role as a messenger. She
also sees severe problems with certain members of the Police Department and seeks
help from the City Manager and the City Council. She said police officers do not always
act with regard to the best interests of all citizens and she feels she and other citizens
have legitimate needs to be met. She intends to persist until this problem is solved and
the Do Right Committee intends to work positively with the City.

Stephen Glickert, 7750 Blackberry Avenue, asked about snow removal, specifically
whether there had been a directive for snow ploughs to maintain blades in the air at all
times? He noted that the blades never touch the ground and asked that there be a
directive for them to do so.

Mayor Adams reminded citizens of the Primary Election to be held on Tuesday,
February 3, 2004, and of the sewer issue also on the ballot, encouraging citizens to
vote.

BILLS FOR SECOND AND THIRD READINGS

BILL 8705 - APPROVING A FINAL SUBDIVISION PLAT OF A TRACT OF
Page 9
