County declared University City a disaster also. This then will be forwarded to the
Federal government, and wait for action from them.

Dion Lathon, 1133 Glenside Ln
Ms. Lathon questioned the amount of days the City is allowing them for clean-up.
She stated that residents were limited on funds without any assistance and virtually
being told that it would happen again. Ms. Lathon explained the lack of response
her family received from dialing 911. She was exasperated that the City showed her
a study done ten years ago as to homes that needed to be bought out and it has not
happen and here she is again, flooded.

Richard Alexander, 7451 Ahern Ct.
Mr. Alexander shared a letter they had received from MSD stating they were starting
a project to fix properties that were having storm water problems. That was three
years ago and MSD has done nothing.

Mayor Adams stated that he was aware of the letter and said the Federal
government changed some of the requirements for MSD and they decided that after
looking at the cost benefit analysis, not to move forward.

Richard Dockett, 6844 Crest Ave
Mr. Dockett felt the City should keep the flood residents more up-to-date since now
the City has emails and phone numbers of people who attended the Special
Session. He suggested a call list like the City schools used. Mr. Dockett thanked
Councilmember Glickert for directing the City Manager to do a fund raiser for the
flood victims in University City.

Paula Tyler, 1255 Waldron Ave.
Ms. Tyler told about a MSD manhole cover that exploded into the air at Waldron and
Midland Dr. allowing raw sewage to flow onto Waldron then to Wellington. She
stated she was unable to locate any help and did not see any of the Ameri Corp
signs. She felt MSD should have posted signs where their run-off takes place. Ms.
Tyler also said that each neighbor seemed to get different estimates from MSD.

L. COUNCIL COMMENTS
Mr. Price asked the Mayor for a meeting with one or two of the Trustees of MSD.
Next he asked the City Manager to provide the Council with the history of MSD work
on the channel for the second time in an eight month period. He requested again
the City Manager to give them a report from MSD on the maintenance they have
completed. Mr. Price also asked the City Manager to consult with the City Attorney
to see what recourse residents and the City could have against MSD, as he is
reading that MSD has control, supervision, jurisdiction and possession of all sewer
water system facilities. Ms. Feier said that MSD stated they would provide this
information, October 13, 2008.

Mr. Glickert commented on the debris found in River DesPeres. He said Public
Works has stated that they diligently spend time cleaning up River DesPeres every
year and he thought the City should be pro-active and bill MSD for doing work for
them. Mr. Glickert also passed out the flyer put out by Public Works for recycling
