Session 1914 March 15, 2004 Mr. Ollendorff recommended awarding the order of Gateway Industrial Power for their Iow bid of $24,500.00. Ms. Colquitt moved to adopt, and Ms. Welsch seconded the motion, which passed unanimously. Mr. Ollendorff then advised the Council that two items needed to be added to the agenda: 1) support for the National Housing Trust, and 2) taking a position on the Gay Field improvements. Mr. Munkel moved to add these two items, and Mr. Wagner seconded the motion, which passed unanimously. Mayor Adams said they would be agenda items numbers six and seven. AGENDA ITEM # 2 - Parks and Recreation Fees Policy Mr. Ollendorff concurred with the Park Commission recommendation that Council adopt the Department of Parks, Recreation and Forestry Fees and Charges Philosophy and Policy. For the first time we have a thorough well thought out detailed set of standards and guidelines insuring greater equity between programs and facilities as requested by Council. The Policy includes the rationale behind each set of fees and charges, thereby enabling citizens to understand better the basis for future decisions. Ms. Welsch moved adoption, and Mr. Sharpe seconded the motion. Ms. Welsch asked Mr. Ollendorff to congratulate the staff for their work on this philosophy document, especially its specificity, and its contribution to building a highly successful and fair recreation program for our city. Agenda item two passed with a unanimous vote. AGENDA ITEM #3 - Parks and Recreation Fees The City Manager recommended acceptance of fee revisions approved by the Park Commission for golf, summer playground, recreation facility basketball, and aquatics. Many of these revisions relate to non-resident use of these facilities and programs. Also recommended are fees for a new sand volleyball league planned for this summer. Ms. Colquitt moved adoption and Mr. Munkel seconded the motion. Page 3
