Session 1914
March 15, 2004

Ms. Colquitt noted that fees would remain the same as last year, and that they will be
raised next year, allowing time to notify parents of the planned change. Ms. Welsch
noted that most fees were "non-resident", and asked why there was no "resident" pool
pass fee included. She commented that some resident fees are listed for golf, and for
the recreation facility, but not for aquatics. She asked if there will be a fee change for
those this year. Mayor Adams said he assumed their absence from the list indicated
the fees would remain the same. Mr. Ollendorff said he would inquire and report back
to the Council. Ms. Colquitt then said she was aware of discussion underway on the
family pool pass and on the subject of visitors; these fees are still being considered.

AGENDA ITEM #4 - St. Louis Symphony Public Fundinq

The University City Commission on Arts and Letters recommended that City Council
adopt a motion in support of the St. Louis Symphony in their effort to be included in the
Zoo-Museum District taxing fund.

Ms. Welsch moved to adopt, and Mr. Sharpe seconded the motion.

Mr. Lieberman asked if this measure includes any additional taxes, over and above
what is all ready included in the current Zoo-Museum District? Mr. Ollendorff said his
understanding is that this is not a tax increase, merely a measure for voters to decide
whether to include the Symphony in the existing tax. He said he would conduct
additional research and advise the Council if this understanding is not correct. Ms.
Welsch said her understanding was that the proposed measure would add an additional
four cents per hundred dollars per assessed value for the Symphony's public programs,
which would result in about ten dollars per year for owners of a house valued at
$140,000. She was advised that she was correct by Mayor Adams. Ms. Welsch then
expressed her support for the Symphony, noting its outstanding reputation and her
support for this cultural group, and stating her wish that they make programs available
at Powell Hall for people who might not otherwise be able to attend performances, if and
when the Symphony becomes part of the Zoo-Museum Tax District, thereby changing
some people's perceptions that attendance is out of their reach. She hopes people will
be able to attend on a regular basis. Mayor Adams said he believes the Zoo-Museum
Tax District should be expanded to include the greater Metropolitan Area, not just the
City and Counties of St. Louis.

The motion passed unanimously.

AGENDA ITEM #5 - Liquor License - 6714 Olive

Page 4
