Session 1914
March 15, 2004

An application for a license permitting the sale of all types of alcoholic beverage by the
drink at retail has been reviewed and found to be in order. The applicants have good
records. Police calls to this location in past years were not unusual and have not
involved liquor violations. Prior restaurants at this location have not presented
problems, so Council may approve the new owner-manager.

Mr. Sharpe moved approval and Ms. Colquitt seconded the motion.

Ms. Colquitt said she was upset that with this particular liquor license, that someone
from City Hall is being lost, someone with whom children of University City identify, and
she hopes that person will feel free to return at any time.

The motion passed unanimously.

AGENDA ITEM #6 -National Housinq Fund Campai,qn

Mr. Ollendorff said the Council added to the agenda a motion of support for the National
Housing Trust.

Mr. Wagner moved to support this issue, and read the following resolution into the
motion:

Resolution: Be it resolved that the City of University City supports the National
Housing Trust Fund campaign, which would make available Federal matching funds, for
the new construction, the upgrading of existing housing, and the maintenance of
housing for Iow-income residents.

Ms. Welsch seconded the motion, which passed unanimously.

AGENDA ITEM #7 - Position on Proposed Improvements on Gay Field, Clayton

Mr. Ollendorff then reported the next item, which stated the position of the City of
University City on the proposed improvements to Gay Field in Clayton.

Mr. Wagner then explained the issue; it is a border tussle between University City and
Clayton. Clayton School District owns an athletic field, named Gay Field, on Gay
Avenue which abuts some neighborhoods in University City, mainly Westview Drive,
Mapleview Drive, and Lafon Place. The School District is considering using privately-
raised funds to greatly improve this athletic field by tripling the parking spaces available,
by adding lights for night events, and by adding a public address system. The fear is
that this will alter the nature of this field from a high school athletic field to a venue that
will attract many non-Clayton events, such as loud music festivals. What the neighbors
have done is circulate petitions to oppose this.

Page 5
