Session 1914 <br />March 15, 2004 <br /> <br />BILL 8711 - AMENDING CHAPTER 6.04 OF THE MUNICIAPL CODE <br />RELATING TO ANIMALS GENERALLY, BY REPEALING SECTION 6.04.030 <br />THEREOF, RELATING TO KEEPING MORE THAN TWO ANIMALS UNDER <br />CERTAIN CONDITIONS UNLAWFUL, AND ENACTING IN LIEU THEREOF A <br />NEW SECTION THEREBY AMENDING SAID SECTION SO AS TO REMOVE <br />THE LIMIT ON THE NUMBER OF PET BIRDS WHICH MAY BE KEPT; <br />CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Wagner moved approval and Mr. Munkel seconded the motion. <br /> <br />Mr. Lieberman commented that this issue related to ducks as well. <br /> <br />The roll call vote was taken and the result was as follows: AYES: Mr. Wagner, <br />Mr. Lieberman, Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Mr. Munkel and Mayor <br />Adams: NAYS: none. Bill 8711 was passed and became Ordinance # 6479. <br /> <br />Bill 8712 -AMENDING CHAPTER 34 OF THE MUNICIPAL CODE OF THE <br />CITY UNIVERSITY CITY, MISSOURI, RELATING TO ZONING DISTRICTS <br />ESTABLISHED PURSUANT TO SECTION 34-22 THEREOF, AND ENACTING <br />IN LIEU THERE OF A NEW OFFICIAL ZONING MAP, THEREBY AMENDING <br />SAID MAP SO AS TO CHANGE THE CLASSIFICATION PROPERTY AT 7515 <br />DELMAR FROM "MR" - MEDIUM DENSITY RESIDENTIAL DISTRICT, TO "LC" <br />- LIMITED COMMERCIAL DISTRICT; CONTAING A SAVINGS CLAUSE AND <br />PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Ms. Welsch asked Mayor Adams if he would share his thoughts on this issue <br />because last meeting he had expressed concern over this issue. She has no <br />strong feeling either way, and if he does, she is willing to wait until the review of <br />the Comprehensive Plan coming up in May. Mayor Adams responded that at the <br />time of the last Comprehensive Plan the Council had expressly stipulated that it <br />wanted no encroachment of businesses into residential areas. He simply wants <br />Council to recognize that the current bill makes that change, by allowing <br />business in residential areas. Ms. Welsch asked the Mayor if he would support <br />the bill tonight, and he responded that he would, adding that when the issue was <br />raised previously, he did not support it, but the majority did. Mr. Munkel said that <br />he lives in the area where the commercial buildings will move, and he does not <br />consider the advent of one or two businesses to this area as encroachment. <br /> Page 7 <br /> <br /> <br />
