Session 1913 <br />March 15, 2004 <br /> <br />the full support of the City Council during this process. He asked that they <br />include the recommendations of the advisory board in the Comprehensive Plan. <br /> <br />Ms. Ricci requested that full financial information, especially in determining tax <br />base benefits, be distributed to all members in order to facilitate intelligent <br />decision making and discussions. Currently, the information as presented, notes <br />conflicting goals - choices will need to be made. The Plan Commission will need <br />as much information as possible to do so. Mr. Ollendorff agreed with her and <br />assured her that all financial information that the Plan Commission required <br />would be distributed. <br /> <br />Ms. Welsch requested that the Plan Commission is given details about all the <br />City's revenue sources. There could be potentially great changes in this area. <br />Potential development should be explored as in the corner of U.City at Wellston. <br /> <br />Ms. Borg suggested that the many areas that are listed in the proposal be <br />narrowed down to just a few foci in order to encourage greater development of <br />ideas. She encouraged "out of the box" thinking. She thinks mixed use on Olive <br />would be an excellent start. She also encouraged programs that would help Iow <br />to mid income families keep property values high by helping them maintain their <br />properties. <br /> <br />Ms. Arbogast agrees that mixed use would be an exciting idea. She feels that <br />any program that would help eliminate or minimize absentee owner properties <br />should be encouraged, as she sees this as a big problem. <br /> <br />Mr. Kreishman inquired more about the focus on Olive, which has been a big <br />focus of the City for many years. He wonders if the focus is well founded and if <br />any improvements are being reaped from this attention. Mr. Ollendorff said that <br />great improvements are being made in this area. He pointed out the bike trail <br />development and transportation grant, as well as the upcoming rebuild of the <br />Olive/I-170 Interchange, as examples. Mr. Kreishman didn't doubt that <br />improvements were occurring, he just wanted to see how the City was noting and <br />measuring any successes within the Comprehensive Plan process. <br /> <br />Ms. Welsch said that great things were happening along Olive that have and will <br />benefit us. We need to find more ways for this area to benefit us by more <br />expansion and development. <br /> <br />Mayor Adams noted that he learned from a recent Brookings seminar that <br />housing does meet a certain life cycle. There is housing in this area of University <br />City that has met their natural life and should be considered for targets of <br />redevelopment. <br /> <br />Ms. Ricci stated that this process needs to be sensitive to diversity and our <br />lowering population. How can we stop people from migrating from U. City? <br /> <br /> <br />
