Session 1913 <br />March 15, 2004 <br /> <br />Ms. Brungardt replied that a 50 year limited fossil supply along with public <br />transportation, such as MetroLink in U. City, will help people realize the value of <br />living here. We are community compression building for the future. <br /> <br />Mr. Ollendorff stated that, in actuality, there are many more housing units than <br />ever in University City. It really isn't people moving out west. Most of the City's <br />residents are empty nesters. In addition to this, the Census did not correctly <br />count the population, which the Planning staff has brought to their attention. <br /> <br />Mr. Sharpe stated that the high taxes in University City is a situation that required <br />a solution. It would be advantageous to have everything in walking distance of a <br />transportation hub, as is done in San Jose, Ca. <br /> <br />Mr. Wagner reiterated that the benefits of an architectural review board, such as <br />in Clayton and in Webster Groves, should be studied again this year to see if we <br />can find value in using them here. He asked the commission to send the <br />recommendation to the Council. <br /> <br />Ms. Welsch felt that more grants should be found to help in our development <br />effort. Grants have helped the city become more bike and walk friendly. She <br />feels that the Value City site is underutilized. The River Des Peres should not be <br />discounted, because she strongly believes it will be beautiful one day. Lastly, <br />services should be brought back to the neighborhoods. <br /> <br />Citizen Comments: <br /> <br />Willa Boisseau cautioned all not to forget the Olive Business Association in the <br />planning process. They and the Asian community have done much work along <br />Olive and in lobbying for the 1-170/Olive interchange. The new president, Mark <br />Byers, wants it known that they do not want to be left out of this important <br />process. <br /> <br />Ms. Arbogast said that she remembered that the Olive Business Association was <br />mentioned in the documents that she had received. She said that she would <br />make sure someone sent her a copy. <br /> <br />Jen Jensen, said that the materials she is looking at seem out of date. Mr. <br />Ollendorff reported that staff is recommending that areas from the 1999 plan be <br />included in the new 2005 update. <br /> <br />Don Mills, said that the City really needed to look into the problem of Washington <br />University taking so much property off of the tax rolls for student rental property. <br />Mr. Ollendorff agreed that this should be added to the list to be studied. <br /> <br />Carol Mitchell, is a representative of the church at Midland & Olive. She reported <br />that her church is interested in buying the apartments next to them for <br /> <br /> <br />
