Session 1717, Minutes 9
March 16, 1998

CITIZEN COMMENTS:

Ms. Elsie Glickert, 6712 Etzel, is here to speak in favor of placing a half barricade at
Sutter and Etzel. This was requested to stop the unwanted and disrupting eighteen
wheelers, of which she also came to Council to discuss in December. The barricade
was also brought before the Traffic Commission. They circulated a petition in favor of
the barricade. Mrs. Glickert submitted the signatures to the City Clerk. Thirty three
families would like to see the barricade installed. The City says that the barricade
would be financially unfeasible. She wished to request an account of this statement.
Mrs. Glickert also stated that there was no sign at the Ferguson Avenue bridge.

Ms. Jackie Grosklos, 700 Yale, represents families with young children in the University
Heights subdivision. This group is very concerned with several playgrounds not being
safe, especially Lewis Park playground. They understand that this playground is last on
the list for improvements. They do not wish for a temporary fix, but for a long term
upgrade. They need financial support from the City.

Mr. Schoomer and Mr. Wagner both stated that the Director of Parks had been asked
for a budget estimate of improvement expenditures for the necessary upgrade to Lewis
Park playground at least a month ago and that it had not been submitted. Mr. Rose
was directed to remind the Park Director for this information. Mr. Ware also wanted to
know how much money was needed.

PERSONNEL AND POLICE REPORT:

Mayor Adams noted the personnel report for the week ending March 6, 1998, and the
police report for March 5, 1998 and ordered both filed.

CITY CLERK'S DOCKET:

BILL FOR SECOND AND THIRD READING:

BILL NO. 8369 - RENEWING AN EXISTING FRANCHISE AND GRANTING FOR A
PERIOD OF TEN (10) YEARS TO AMEREN UE COMPANY, A CORPORATION, ITS
SUCCESSORS AND ASSIGNS, THE FRANCHISE, RIGHT, PERMISSION AND
AUTHORITY TO CONSTRUCT, RECONSTRUCT, EXCAVATE FOR, PLACE,
MAINTAIN, OPERATE, AND USE ITS POLES, TOWERS, WIRES, CONDUITS,
CONDUCTORS, MANHOLES, UNDERGROUND VAULTS, AND OTHER
EQUIPMENT, AND APPLIANCES IN CONNECTION THEREWITH, IN, ALONG,
ACROSS, OVER AND UNDER THE STREETS, ROADS, ALLEYS, SIDEWALKS,
SQUARES, BRIDGES, AND OTHER PUBLIC PLACES IN THE CITY OF UNIVERSITY
CITY AND AREAS DEDICATED TO THE CITY FOR PUBLIC UTILITY USE, FOR THE
PURPOSE OF TRANSMITTING, FURNISHING AND DISTRIBUTING ELECTRICITY
