Session 1929 <br />July 12, 2004 <br /> <br />A,qenda Item #4 - Public Hearinq - Harrison/Lynn Ri,qht-of-Way Vacatin,q <br /> <br />The public hearing on this proposed street vacation is scheduled for 7:30 p.m. in these <br />Council Chambers. The adjacent owner has requested that excess right-of-way be <br />vacated from the west side of Harrison at Lynn just as it has been previously for other <br />portions of this roadway. All has been put to good use and returned to the tax roll. <br /> <br />Mayor Adams declared the Public Hearing open at 7:51 p.m. and there were no <br />speakers so the Public Hearing was declared closed at 7:51 p.m. <br /> <br />Mr. Ollendorff advised that the next step for the requests to vacate is the preparation of <br />ordinances, unless there are any objections. There were none. <br /> <br />(Mayor Adams attempted to dial Ms. Welsch) <br />A,qenda Item #5 - Site Plan Review for 8041-8081 Olive <br /> <br />Mr. Ollendorff recommended approval with conditions for a major expansion of the <br />retail/commercial building currently housing the Olive Farmers Market. The proposed <br />use is for a shopping center drawing retail traffic into the U. City Olive Link <br />neighborhood. Other phases will follow this initial expansion. Conditions should include <br />approval for re-subdivision, partial rezoning, flood plain related approvals, drainage and <br />grading plans, landscape plan approval, converting of substantial areas to landscaping <br />and trees, provision of trash and litter containers, site proofing areas adjacent to <br />residential zones, approval of construction traffic and parking plans, compliance with <br />loading area and lighting requirements, and ingress/egress/height/building mass in strict <br />compliance with submitted plans, and that brick facing matches the existing structure. <br /> <br />Mr. Sharpe moved approval and Ms. Brot seconded. The vote was approved <br />unanimously. Ms. Brot expressed her approval and good wishes for this project. <br /> <br />A,qenda Item # 6 - Conditional Use - 849 Westqate <br /> <br />The City Manager agreed with the Plan Commission recommendation that a permit be <br />issued for a 28-unit apartment building at 849 Westgate subject to conditions including <br />approval of common open space at 8.38%, submission of final landscape plan, draining <br />and grading of the property to be approved by appropriate agencies, traffic and parking <br />control approved by the Director of Public Works, and height and mass in strict <br />conformance with approved plans. Everything herein is precisely as was proposed <br />when the applicants purchased this property from University City. The project is ahead <br />of the schedule submitted to the City at time of purchase. <br /> <br />Stacy Clear, St. Louis Design Alliance, Inc., 6014 Delmar Boulevard, spoke for his <br />client, Salmon Development, LLC, by expressing willingness to answer any questions. <br /> Page 6 <br /> <br /> <br />
