Session 1930 <br />July 26, 2004 <br /> <br />Ms. Welsch moved approval. Ms. Sharpe seconded the motion, which carried <br />unanimously. <br /> <br />AGENDA ITEM #3 - Comprehensive Plan Community Survey Contract <br /> <br />Mr. Ollendorff recommended contracting with Dr. Terry Jones to conduct an opinion <br />survey of University City residents and business owners to measure their views on <br />topics and issues involved in the City's Comprehensive Plan update. This survey <br />contract is part of the program outline adopted by the Plan Commission and reviewed <br />by City Council previously. Dr. Jones has experience in this precise survey category as <br />well as other aspects of local government. The contract price for this project is $14,750 <br />which is within budget estimate. <br /> <br />Mr. Sharpe approved. Ms. Brot seconded the motion. <br /> <br />Ms. Brot commented that she felt Dr. Jones is great, but she really does not like the <br />idea of telephone surveys - she will not participate in them because she feels that they <br />are invasive. She feels this money would be better spent on an economic development <br />specialist. She had thought that this had already been discussed in budget study, but <br />obviously Mr. Ollendorff doesn't recall this. Ms. Welsch echoed her colleague's <br />concerns. She also feels this money is better spent invested in an economic <br />development specialist. She hopes that Dr. Jones will take his survey sample widely <br />across all wards in an equitable fashion. She will vote with the majority only with the <br />provision that any money like this next year will be utilized for an economic development <br />specialist. Ms. Brot agreed with Ms. Welsch's comments. <br /> <br />Ms. Colquitt was curious how Dr. Jones would select his survey audience. Mr. <br />Ollendorff explained that he takes an equal sampling out of each ward. Responding <br />further to Ms. Colquitt's question about receiving the addresses, he said that Dr. Jones <br />would not do this in order to avoid any bias. <br /> <br />Mr. Sharpe shares the same sentiment of Ms. Brot; he really dislikes the idea of <br />telephone surveys personally and also questions their validity. <br /> <br />Ms. Brungardt is very interested in seeing the questions in advance in order to <br />determine their efficacy. Also this survey should be very well publicized in advance in <br />order for them to be the most effective. <br /> <br />All voted aye, except for Ms. Brot and Ms. Brungardt, who voted Nay.
